But initially this is what is being thought. It is good to say that mobile data or Wi-Fi is required for apps like WhatsApp, Signal, Telegram. But offline messaging apps use ‘Bluetooth Low Energy’ technology. It is a wireless technology that is present in almost all modern smartphones. Some of these apps are locally restricted. Again many apps are more widely available.
One of the most popular offline messaging apps is BitChat. Twitter founder Jack Dorsey launched the app in July 2025. The app has been downloaded more than 1 million times on the Google Play Store. There is no need to open an account, phone number or connect to a central server to use this app. Enables messaging via Bluetooth. There are also more such offline messaging apps on the Android platform.

Delhi Police is already planning to send letters to service providers of such apps seeking information from users. However, no specific app name has been mentioned for now. Note that participants in various protests around the world, especially in Hong Kong, Ukraine and Nepal, have been seen using such apps. These apps are often used during natural disasters.
