This tweet reshared by Shashi Tharoor is from December 2012, when protests were taking place in Delhi against the Nirbhaya case. At that time, Amitabh Bachchan, expressing his displeasure over the police action of the then UPA government, had written that it is sad and surprising to see what is happening in Delhi, how peaceful protests are being responded to with tear gas and water cannons.
