New Delhi, 24 July 2026: Amidst the ongoing protests and uproar in the country’s capital Delhi regarding paper leaks and education system issues, the Central Government has made a big and important change at the administrative level. According to the decision taken by the Appointments Committee of the Union Cabinet (ACC), Higher Education Department Secretary Vineet Joshi has been suddenly transferred to the Panchayati Raj Department, while in his place, 1994 batch senior IAS officer Naresh Pal Gangwar has been appointed as the new Education Secretary.

Naresh Pal Gangwar, who has become the new Education Secretary, is a highly experienced IAS officer of Rajasthan cadre. Before being appointed as Secretary in the Higher Education Department, he was serving as Secretary in the Animal Husbandry and Milk Production Department of the Ministry of Fisheries, Animal Husbandry and Milk Production. During a long and illustrious administrative career spanning more than 30 years, he has held many important posts in the Central Government and the Government of Rajasthan. He has also worked as Joint Secretary in the Ministry of Environment, Forest and Climate Change and has also played an important role as Chief Secretary of the Government of Rajasthan. Apart from this, he made significant contribution in formulating policies in the initial phase of National Solar Mission during the year 2010 to 2014.

Gangwar also has an excellent background in educational terms. He holds a B.Tech degree in Electronics and Communication from the renowned IIT Roorkee, a Master’s degree in Communication and Radar Engineering from IIT Delhi and a Master’s degree in Economics from the University of Rajasthan.

When we talk about Vineet Joshi, the outgoing IAS officer, he took charge as Secretary of Higher Education Department on 16 January 2025. Earlier, he has held important posts like Chief Secretary of Manipur, Director General of National Testing Agency (NTA), Chairman of Central Board of Secondary Education (CBSE) and Additional Secretary in the Ministry of Education. Vineet Joshi himself has been an alumnus of IIT Kanpur and after obtaining a degree in Mechanical Engineering from there, he did MBA from the Indian Institute of Foreign Trade.
