The Madhya Pradesh government has passed an amendment bill modifying the rules regarding the establishment of private universities. The objective behind these changes is to boost investment in the state’s higher education sector.

MP Private University: The path to opening private universities in Madhya Pradesh has become easier compared to the past. The state government has passed an amendment bill in the Legislative Assembly, revising the regulations governing the establishment of private universities. The government states that these changes aim to increase investment in higher education and boost the number of new universities. At the same time, the government has clarified that while the rules have been simplified, there will be no compromise on the quality of education.

Under the amended law, the land requirement for establishing a private university has been reduced. The government has relaxed land-related conditions to encourage more institutions to invest in higher education. However, universities must still comply with essential academic resources and regulatory standards. According to the government, a minimum of 10 hectares of land will now suffice to start a private university; previously, 20 hectares were required. Additionally, university operators must provide a built-up area of ​​2,500 square meters and deposit a sum of ₹5 crore to safeguard students’ interests in the event of any default. However, the government has also stated that there is no relaxation regarding the resources mandated by the UGC or those required for specific professional courses. Compliance with prescribed standards for medical or other specialized universities remains mandatory.

Government’s rationale regarding private universities

The state government notes that many institutions were previously unable to establish private universities due to requirements for large land areas, heavy investment, and other stringent conditions. Simplifying the rules is expected to boost investment in the education sector and lead to the opening of new universities across the state. Higher Education Minister Inder Singh Parmar stated in the Assembly that the amendment would not adversely affect the quality of the universities. He stated that the law already contains provisions allowing for the formulation of rules as needed, ensuring that students’ interests are safeguarded.

Recruitment for Vacant Posts

During the discussion in the Monsoon Session of the MP Legislative Assembly, the Higher Education Minister informed the House that the process of filling vacant teaching and non-teaching positions in the state’s universities is underway. In instances where regular appointments are taking time, professors are being appointed on a deputation basis to ensure that academic activities remain uninterrupted. He further stated that the admission process across all colleges in the state would be completed by July 31. Additionally, universities have been instructed to strictly adhere to the academic calendar so that the academic session and examinations can be conducted on schedule.

Plans to Boost Investment in the Education Sector

The state government anticipates that the implementation of revised regulations will lead to an increase in the number of private universities in the state. This is expected to foster greater competition within the higher education sector. Consequently, students will have opportunities to study at a wider range of institutions, and the state’s higher education infrastructure will be strengthened.
