Policy Change Under Discussion
The Central government is considering a major policy change that would allow airport operators to own and operate airlines. The proposal is aimed at increasing competition in India’s aviation sector, where two major carriers currently account for nearly 90% of domestic passenger capacity.
If approved, the move could pave the way for large airport operators to launch their own airline businesses.
Current Rules May Be Relaxed
At present, operators of key airports such as Delhi and Mumbai are restricted from owning more than a 10% stake in an airline. The proposed policy would relax these ownership norms, allowing airport infrastructure companies to directly participate in commercial aviation.
The proposal is currently under discussion within the Ministry of Civil Aviation and will require multiple regulatory approvals before implementation.
More Competition, But Also New Challenges

At the same time, global aircraft shortages and delayed deliveries remain significant challenges for any new airline entering the market.
