The direct rail link is designed to reduce the current travel time of about 90 minutes between the two airports, Kyodo News Agency reported.
The project will be rolled out in phases.

Major Japanese private railway operator Keisei Electric Railway plans to launch a limited express service between Narita Airport Station and Oshiage Station in Tokyo’s Sumida Ward in fiscal 2028, before extending the route through the Toei Asakusa and Keikyu lines to Haneda Airport in the 2030s, Japan Times reported.
Tokyo Haneda was named the world’s third best airport for 2026 after Singapore Changi and South Korea’s Seoul Incheon Airport at the World Airport Awards organized by London-based aviation consultancy Skytrax.
Tokyo Narita claimed the fifth place in the ranking, which was based on passenger satisfaction surveys assessing experiences across a range of airport service and product performance indicators, from check-in, arrivals and transfers to shopping, security, immigration and departure procedures at the gate.
