8th Pay Commission: The government has stated its position on the fitment factor for the 8th Pay Commission for the first time. This response was provided in reply to a question raised by Rajya Sabha MP Javed Ali.

8th Pay Commission Fitment Factor: Amidst ongoing speculation regarding the fitment factor under the 8th Central Pay Commission (CPC), the government has officially addressed the matter for the first time. However, the government declined to comment on the demands made by employee unions.

The central government clarified in Parliament that the 8th Pay Commission operates as an independent body and is not required to inform the government about its meetings, consultations with stakeholders, or proposals under consideration. The government stated that the Commission functions independently within the scope of its notified 'Terms of Reference' (ToR).

Government's stance on the fitment factor

In response to a query from Rajya Sabha MP Javed Ali—asking whether the government is considering demands from employee organizations to increase the fitment factor and to revise the family unit size from 3 to 5 for salary calculations—Minister of State for Finance Pankaj Chaudhary stated that, according to the Commission's Terms of Reference (ToR), there is no legal obligation for it to inform the government about its meetings, suggestions, or fitment factor proposals until it finalizes its report.

The government did not disclose details regarding the number of meetings held by the Commission so far or the specific employee unions consulted. It did, however, state that the 8th Central Pay Commission is scheduled to submit its recommendations within 18 months of its constitution, in accordance with the resolution dated November 3, 2025.

No revised timeline has been announced.

What are the demands of the employee unions? Employee unions are demanding that the fitment factor under the 7th Pay Commission be raised from 2.57 to 3.83 this time; this would cause the minimum basic salary to jump directly from ₹18,000 to ₹69,000. There is also a demand to increase the fitment factor from three to five. Furthermore, they want employees' parents to be included in the coverage unit.
