New bill introduced in Rajya Sabha to stop paper leaks. In this, the culprits can face jail up to 10 years and a fine up to Rs 1 crore. There was a heated debate between the government and the opposition on the bill.
New Delhi: As soon as the 'Public Examination (Prevention of Unfair Means) Bill', brought to prevent rigging and paper leaks in examinations, was introduced in the Rajya Sabha, a heated debate broke out between the Central Government and the Congress. While presenting the bill, Union Minister Jitendra Singh targeted the previous UPA government. He alleged that the UPA government knew that there was a need to create an examination board, but they did not do so. Singh said that today's crisis is the result of the wrong policies of the previous government.
On this, Congress hit back and said that the current paper leak incidents are the failure of this government. Jitendra Singh also said that the Prime Minister is now completing the work which was left incomplete by the UPA government. He also alleged that UPA had ignored the recommendations of an important committee formed to stop paper leaks. This bill was brought to the Rajya Sabha after being passed by voice vote from the Lok Sabha.
During the discussion on the bill, Congress President Mallikarjun Kharge strongly criticized the police action against the students' protest at Delhi's Jantar Mantar. He demanded that Union Home Minister Amit Shah should answer on this matter. "If he cannot give clarification, he should resign," Kharge said. Kharge also alleged that the government has succumbed to the demands of the students due to fear of losing power. BJP expressed strong opposition to this comment of Kharge and termed it as 'threat of violence'. Let us tell you that this student demonstration, which was led by a funny political group named CJP, was called off after the resignation of Union Education Minister Dharmendra Pradhan.
In this new bill, there is a provision for punishment up to 10 years in jail and fine up to Rs 50 lakh for crimes like paper leak. If a service provider company is found involved in such crimes, the maximum fine on it has been increased from Rs 1 crore to Rs 5 crore. Besides, the ban on such companies from conducting examinations has also been increased from 4 years to 8 years. Jitendra Singh also told the House that Prime Minister Narendra Modi has announced the formation of a high-level task force of experts to make the examination system foolproof.
