The government is preparing a comprehensive customs guidebook for 100 key imported items. The objective is to standardize the ‘faceless customs system’ to minimize disputes and reduce clearance times, while also ensuring businesses can easily avail tariff benefits under India’s recent Free Trade Agreement (FTA) network. This move marks the next phase of reforms for the faceless customs system, which was originally introduced to eliminate physical interaction, enhance transparency, and establish a technology-driven clearance process.

The proposed Standard Operating Procedures (SOPs) will establish assessment guidelines for faceless customs based on product type and country of origin. This will limit the number of queries raised per ‘Bill of Entry’ to three and hold assessment officers accountable for delays, thereby fostering greater uniformity in customs decisions. The government anticipates that this SOP-driven approach will lower transaction costs, improve the ‘Ease of Doing Business,’ and ensure that industry derives tangible benefits from India’s trade agreements.

**Government Fast-Tracks Efforts**
For the past four months, the government has been working to resolve bottlenecks that previously hindered the full utilization of FTA benefits. Officials stated that the new SOPs would provide National Assessment Centres (NACs) with a common reference point, helping to minimize procedural inconsistencies and avoid unnecessary disputes.

A senior official quoted in an ET report stated that the aim is to ensure the assessment process is predictable, swift, and consistent, regardless of which port or customs unit handles the Bill of Entry. The official added that the department would initially focus on 100 items, with more products being added as the system evolves. The Directorate General of Systems has now been entrusted with the responsibility of improving data access, strengthening the MIS (Management Information System) framework, and making the monitoring of pending cases more effective. There is also a plan to establish an integrated grievance redressal framework, under which Customs zones are expected to set up dedicated grievance cells, submit regular reports, and conduct periodic reviews. Another official stated that the reform agenda is not merely about expediting clearances but also about ensuring consistency and legal robustness in Customs decisions.

**Why SOP Structures Are Crucial**
SOP (Standard Operating Procedure) structures are vital, particularly given the major trade agreements India has recently entered into, including the India-UK Free Trade Agreement. Effective implementation of Customs regulations is essential for companies to avail the benefits of tariff concessions stipulated under these agreements. Inconsistent interpretation of rules across different Customs locations has led to uncertainty regarding classification, valuation, and documentation requirements.

This has resulted in increased compliance costs and delays in cargo clearance. Industry bodies have highlighted challenges such as repetitive queries from Customs officials, delays in finalizing assessments, demands for additional documentation, and uncertainty regarding valuation methodologies.

Importers have frequently expressed concern over inconsistent assessments for identical products across different ports, particularly in sectors involving complex tariff classifications and 'Rules of Origin' requirements. During negotiations for the India-UK trade agreement, both sides emphasized the need for an improved operational structure to ensure the efficient handling of 'Rules of Origin' criteria, documentation, and preferential tariff claims.
