Bihar Chief Minister Samrat Chaudhary said on Thursday that artificial intelligence (AI) and digital technology will become the most important requirement for good governance and development in the future. If these technologies are not utilized in a timely manner, there is a risk of falling behind in the race for development. He called on public representatives to make maximum use of AI-based technologies to monitor schemes and strengthen communication with the public.
The Chief Minister was addressing the awareness programme on ‘Sensitization of Artificial Intelligence (AI) and Implementation of Chief Minister Area Development Scheme’ for the members of Bihar Legislature organized in the extended building of Bihar Legislative Assembly.
On this occasion, he also remotely launched the “Project Monitoring System” web portal developed under the Chief Minister’s Area Development Scheme. The Chief Minister said that until two decades ago, computer use was limited, but today AI and digital technology are playing a vital role in every area of governance, administration, and development.
He said that ministers, MLAs and MLCs should make maximum use of these technologies so that development schemes can be monitored better and timely solutions to the problems of the common people can be ensured.
He explained that AI has also been useful in preparing estimates for development projects. An AI-based evaluation of an estimate from the Building Construction Department resulted in a five to seven percent cost reduction, and the savings can be used for other development projects.
Samrat Choudhary said that the state government is also using AI in the implementation of the Sahayog program and in the process of providing ration cards to 10 million eligible people. Additionally, a digital survey of farmers is being conducted in the state, and a target has been set to link 6 million farmers with digital IDs.
He appealed to public representatives to pay special attention to the effective implementation of development schemes by using technology-based monitoring systems. The Chief Minister said that computer education is being imparted in schools, but it needs to be further strengthened in view of the requirements of the digital age.
He said that Artificial Intelligence and Computer Science University is being established in Muzaffarpur, which will promote technical education and research in the state.
He also said that Ministers, MLAs, MLCs as well as their associates should be given training on the use of AI, computers and social media from time to time, so that they remain constantly updated with new technologies and can provide better services to the public.
The Chief Minister said that weather centres are operational in all the panchayats of Bihar and the weather forecast is proving to be 70 to 80 percent accurate, which is useful for agriculture and rural development.
