Harsh Mahajan, Rajya Sabha MP from Himachal Pradesh, recently asked a question in the Rajya Sabha regarding the progress of the state’s much-anticipated Bulk Drug Park. The central government has now provided detailed information. The central government stated that ₹1,000 crore (10 billion rupees) of funding was approved for this project on October 11, 2022. The first installment of ₹225 crore (225 crore rupees) was disbursed on February 20, 2023. Furthermore, the Himachal Pradesh government has also approved ₹118.46 crore (118.46 billion rupees), of which ₹35.53 crore (35.53 billion rupees) has been released so far.  

In a written reply, Anupriya Patel, Minister of State for Chemicals and Fertilizers, stated that this bulk drug park is being built in Haroli, Una district, Himachal Pradesh. She added that work is underway on several facilities, including water supply, electricity, a sewage treatment plant (CETP), a steam generation system, a common warehouse, a solvent recovery system, a center of excellence, an emergency response center, and waste management.

From drainage to waste management, how far has the work progressed? 

Work is underway on several key components of the project. Stormwater drainage is approximately 12 percent complete, while internal roads and boundary walls are 10 percent complete. Work on the raw, potable, and treated water systems is approximately 60 percent complete.

Tenders have been floated or are in the final stages for several other facilities such as sewage treatment plant (CETP), waste management, steam generation system, common warehouse, chemical recovery system, emergency response centre, lab testing centre, safety audit centre and training centre.

The central government also clarified that the project’s delays were primarily due to the lack of environmental clearance, tree-cutting permits, and paperwork. However, since receiving environmental clearance on September 25, 2025, work has accelerated significantly, and most major projects have either begun or are in the final stages of material procurement. 

The central government is constantly monitoring

The central government stated that the progress of the Bulk Drug Park project is being continuously monitored. It is being regularly reviewed by the Scheme Steering Committee, senior officials from the Ministry of Chemicals and Fertilizers, and a high-powered committee headed by the Himachal Pradesh Industry Minister. The objective is to complete the project on schedule and launch it soon. The government also stated that, in light of state demand and project progress, the duration of the “Promotion of Bulk Drug Parks” scheme has been extended until fiscal year 2026-27.

Rajya Sabha MP Harsh Mahajan said that the Bulk Drug Park is a major and important project for the industrial development of Himachal Pradesh. Its opening will boost the pharmaceutical industry in the state, provide direct and indirect employment to thousands of people, attract new investments, and further strengthen Himachal Pradesh’s position in the country’s pharmaceutical sector. He said that he has been consistently raising issues to Himachal Pradesh’s development in Parliament, so that the state can reap the full benefits of central government schemes.
