These days the monsoon session is going on but the proceedings of the House are repeatedly adjourned due to uproar by the opposition. The opposition is continuously creating ruckus regarding pellet gun fired on students during NEET paper leak protest, theft of Ram Mandir donations and silence of Home Minister Amit Shah. Due to which even Question Hour is not being held in the House. However, from work point of view the session was not completely useless. According to the report, the government has so far been successful in passing at least 19 bills, while there are still two days left for the session to end.
Although there has been no significant progress so far on important and controversial bills like FCRA and delimitation, the government has moved forward with a major part of its legislative agenda amid the uproar. On the other hand, the opposition first resorted to sloganeering and protest in the House, but when it realized that the government is continuously passing the bills on the basis of majority, it started adopting the strategy of walkout.
How 1 bill passed every 5 minutes?
The manner of passing of bills in the monsoon session also remains a matter of controversy. According to statistics, most of the bills passed were not debated much in the House. At one time the situation was such that seven bills were passed within just 36 minutes. Taking an average, a bill was passed approximately every five minutes. However, some bills took more time because MPs had introduced amendment proposals in them.
How many hours did the Lok Sabha proceedings last so far?
If the average parliamentary proceedings of six hours per day is considered, then the Lok Sabha should have worked for about 90 hours in 15 days, but in this monsoon session, the actual proceedings of the Lok Sabha were limited to only 15 hours 36 minutes. From this it can be estimated how much impact the uproar had on the functioning of the House. Despite this, the government was successful in carrying forward important legislative work.
How many hours did the proceedings last in Rajya Sabha?
The effect of uproar and opposition’s opposition was also visible in the Rajya Sabha, but the Upper House worked for a longer time than the Lok Sabha. The total proceedings of Rajya Sabha in 15 days lasted 24 hours 21 minutes. On an average, it took about an hour to pass each bill here.
Who was affected more?
The most affected working part of the monsoon session of Parliament was the Question Hour. Question Hour could not be conducted effectively due to uproar and continuous disruption. Lok Sabha Speaker Om Birla has expressed concern over this situation several times. Despite this, the problem arising regarding Question Hour has not been resolved yet.
