After this report came out, the discussion regarding the investigation of the case has intensified, because National Investigation Agency (NIA) has also claimed in its investigation and chargesheet that the accused have links with AQIS-linked organization Ansar Ghazwat-ul-Hind (AGuH). However, the UNSC report is not a decision of any court and the final decision on charges in the case will be taken only after the judicial process.

What was said in the UNSC report?

The 38th report of the UNSC’s Analytical Support and Sanctions Monitoring Team was released on 10 August. The report details AQIS’s current activities and its changing network. According to the report, the organization is now trying to run its activities through small cells instead of a large and centralized structure. Along with this, the report also revealed about strengthening its logistics and financial network. In this assessment, the blast that took place in the Red Fort area of ​​Delhi in November 2025 has been linked to AQIS.

JeM’s name appeared in an earlier UNSC report

One more thing is worth noting in this matter. Earlier, in the 37th report of UNSC, on the basis of information received from a member country, the connection of this attack was told with Jaish-e-Mohammed (JeM). Now the name of AQIS has appeared in the new report. That is, in both the reports that came out at the international level, different inputs have been mentioned regarding the attack. In such a situation, the investigation of NIA and the ongoing action in the court in this matter becomes important.

There was a link to AQIS in NIA’s charge sheet.

NIA had filed a charge sheet of about 7,500 pages in this case in May 2026. In its investigation, the agency had linked the accused to Ansar Ghazwat-ul-Hind i.e. AGuH module associated with AQIS. The chargesheet includes statements of hundreds of witnesses and a large amount of documentary and material evidence.

NIA alleges that people associated with this network had conspired to carry out terrorist activities.

There was a massive explosion in the Red Fort area on the evening of 10 November 2025. After the blast, many vehicles and structures present in the vicinity were damaged. 11 people died in this incident, while many others were injured. After the initial investigation, considering the seriousness of the case, its investigation was handed over to NIA. After this, the agency proceeded with the investigation at several levels and investigated the networks associated with the accused.

What did NIA claim?

According to the NIA investigation, some of the accused involved in the case were associated with the medical profession and the agency had claimed their radicalization and connection with terrorist networks. The investigation also mentioned a module which was added in the name of AGuH. The agency alleges that this network was being used to connect new people and prepare for terrorist activities. In its chargesheet, NIA has described this entire case as part of a big terror conspiracy.

Investigation regarding the explosive used in the blast also

The investigating agency had claimed that the explosive used in the blast was prepared by the accused themselves. It was also mentioned in the charge sheet about collecting necessary chemicals and other materials for this. NIA had also claimed to have found evidence to weapons and other suspicious items from the accused. According to the investigating agency, people associated with the network were preparing to carry out violent activities in future.

Why did UNSC’s concern about AQIS increase?

In the new report, concern has been expressed about the presence of AQIS in South Asia and its efforts to create a network through small cells. The report states the need to keep an eye on the activities of the organization in other parts of the region including Bangladesh. The UNSC monitoring team assesses the network, funding and operational capabilities of terrorist organizations and through its reports provides information to member countries about potential security threats.
