Kolkata. How to maintain a balance between Census Duty and studies in schools? Calcutta High Court on Friday has sought an answer from the West Bengal Government on this question. The court said that it wants that the census work should also run smoothly and the studies of the students should not be affected. The case pertains to petitions by school teachers who have been appointed as enumerators and observers for the census. Teachers say that it is becoming difficult for them to perform census duty along with school responsibilities.

What did the court say?

The petitioners told the court that they had to cover a distance of 40 to 60 kilometers to reach their school. Work is also done in schools on Saturdays. In such a situation, Sunday is their weekly holiday. On this, Justice Krishna Rao asked that if a teacher works from 10 am to 4 pm every day, comes from 40 or 60 kilometers away and gets leave only on Sunday, should he work on that day also by taking remuneration for the census? The court also asked whether teachers do not have to do their household work on Sundays?

Can school studies be affected for census?

Counsel for the West Bengal Government said that it is clearly written in the government notification that the census work should be done without affecting the academic activities of the school. For this, it has been said that the census work should be conducted after the classes are over or during the weekend. Additional Solicitor General Dheeraj Trivedi also said that a middle path should be found so that the census work is completed and the lives of teachers and school studies are not affected.

Senior Advocate Subir Sanyal suggested that like other states, guidelines should be made here also. He said that in some states, teachers engaged on census duty are temporarily relieved from their regular school responsibilities.

Should teachers living near schools get the responsibility of census?

Justice Rao said that if the administration wants to use the services of teachers in the census, then it should identify such teachers who live near their schools. The court said that the administration selected some teachers from each school, but did not pay attention to important aspects like the distance of the school from their home.

The High Court has directed the petitioners' counsel to provide information about the teachers' residence, school, distance between the two, school timings and whether the school is open on Saturdays. This detail will be handed over to Additional Solicitor General Dheeraj Trivedi, appearing for the Central Government. The court has fixed the next hearing of the case on August 18.
