Upon boarding a train, most passengers place their luggage under the seat before sitting down. This is considered the most common and convenient spot for stowing bags. However, this often leads to arguments among passengers. A passenger occupying the window seat might claim exclusive rights to this space, while others believe the area under the seat is meant for use by all passengers. If you have ever faced such a situation or are planning to travel by train, it is important to know who actually has the right to use this space. Let’s understand the rules:
Who can keep luggage under the lower berth?
According to Indian Railways, the right to use the empty space under the lower berth does not belong solely to the passenger occupying that berth. Passengers traveling in the middle and upper berths within the same seating area are also entitled to place their luggage there. In other words, passengers from the upper, middle, and lower berths all have the right to use this space for their luggage. No passenger can stop another from placing their belongings there.
What should you do if someone objects to luggage being placed there?
If someone refuses to allow luggage to be placed under the lower berth or forcibly tries to remove it, a complaint can be lodged with the TTE (Travelling Ticket Examiner), via the railway helpline (139), or through RailMadad. However, passengers should ideally arrange their luggage based on mutual consent and convenience.
Where else can you keep your luggage on the train?
Placing luggage under the lower berth is considered the most convenient option; this space can be shared by passengers from the lower, middle, and upper berths.
Luggage can also be placed on the racks provided in the coach. Small bags, backpacks, and lighter items can be kept on the racks located above the seats.
There is also space to keep larger suitcases in the designated luggage area near the doors. If the luggage exceeds the railway's prescribed limits for weight or size, it must be booked and sent in the luggage van.
