Punjab is positioning Mohali as a potential next-generation Global Capability Center (GCC) and technology hub in North India, with Industries and Commerce and Investment Promotion Minister Aman Arora leading a two-day investment outreach in Bengaluru to attract global companies across GCCs, IT/ITeS, research and development and semiconductor sectors.
The August 19-20 outreach was undertaken as part of the Bhagwant Mann-led Punjab government's strategy to engage directly with corporate decision-makers, GCC leaders and technology ecosystem partners in major business centres.
During the visit, the Punjab delegation participated in Zinnov Confluence 2026, convened a CXO Roundtable and held meetings with global companies and ecosystem organizations to explore investment opportunities in the state.
The roundtable brought together representatives from Zinnov, NASSCOM, Takeda, Wingbox AI, Persistent Systems, Festo, Nagarro, the Embassy of Austria and other GCC, technology and advisory organizations. Discussions focused on talent availability, ready-to-move infrastructure, connectivity, operating costs, quality of life and the broader business ecosystem.
Arora highlighted what he described as Mohali's ability to provide “Tier-1 capability at Tier-2 operating cost”. He said the Chandigarh-Mohali region has a substantial technology talent base and produces more than 40,000 fresh graduates annually.
He also highlighted the region's operating-cost advantage over Tier-1 locations, availability of ready and upcoming plug-and-play commercial space and proximity to Chandigarh-Mohali International Airport.
According to the state government, Punjab's new Industrial Policy offers dedicated incentives for GCCs, including an employment subsidy of Rs 7,500 per employee per month, along with rental and capital subsidies and other fiscal benefits.
The delegation also held discussions with Zinnov, Persistent Systems, NXP Semiconductors, Nexteer Automotive and GlobalFoundries on opportunities in GCCs, R&D, semiconductor design and ESDM, advanced mobility, AgriTech and technology-led investments.
The meetings focused on positioning Punjab beyond a cost-arbitrage proposition by highlighting industry-ready talent, technology capabilities, innovation, infrastructure and links among industry, academia and startups.
Punjab officials also held discussions with ANSR management on a potential collaboration for expanded GCC outreach. The proposed partnership could involve sector-specific roundtables with GCC leaders across major Indian technology hubs, international and diaspora outreach, and development of an AI- and GCC-ready talent pool in Punjab in partnership with universities and industry.
As an event partner at Zinnov Confluence 2026, Punjab also participated in the Zinnov ICON 2026 Awards Ceremony. Arora presented awards recognizing GCCs and their teams for initiatives across various categories and congratulated the winners for their contribution to innovation and India's expanding GCC ecosystem.
The Bengaluru engagement is expected to be followed by structured discussions with companies and ecosystem partners identified during the outreach, as Punjab seeks to establish Mohali as a preferred destination for GCC and technology investments in North India.
