Be it getting a labor card made, applying for old age pension or work to land registry, now people will not have to visit the offices of different departments for these services. Delhi government has prepared a plan to create mini-secretariat in every district to bring government services closer to the people. In these mini secretariats, district offices of different departments will be brought together in one premises. With this, people will be able to get services to many departments at one place and both time and effort will be saved for government work.
First Mini Secretariat in Dwarka
Under the scheme, the first mini secretariat will be built in Dwarka Sector-10. For this, a consultant has been appointed and the time limit for completing the project has also been reduced. Earlier, a target of 25 months was set to complete this work, which has now been reduced to 18 months. The Delhi government has already sanctioned Rs 212 crore for the project. Now the preparations to the construction are being progressed rapidly.
Government offices will come under one roof in 13 districts
To simplify the administrative structure complicated by the boundaries of zones and districts, the Delhi government has first prepared the structure of 13 districts by unifying the boundaries of MCD zones and districts. Now there is a plan to bring the district offices of different departments in the same premises except the police in the DM offices of these districts. In these mini secretariats, offices of many departments including MCD Zone, Social Welfare Department, PWD, Labor Department, Delhi Jal Board, RTO will be at one place. The aim of the government is to provide relief to the people from visiting the offices of different departments and to provide most of the services in one premises.
The first mini secretariat will be built in 35,535 square meters.
According to official sources, a consultant has been appointed for the first mini secretariat to be built in Dwarka Sector-10. It is planned to be developed in an area of about 35,535 square meters. The proposed design of the project is in the final stage. Keeping in mind the convenience of the people, facilities like waiting room, helpdesk, digital convenience center and kiosk for complaints will be developed in the Mini Secretariat. Apart from this, there is also a plan to create a single window system, so that the applicant can get the facility to submit the application at one place.
Green building will be mini secretariat
There is a plan to develop the Mini Secretariat to be built in Dwarka as a sustainable and net-zero complex instead of a normal government building. Special emphasis will be laid on energy saving and better water management in its design. Modern facilities like solar power system, sewage treatment plant (STP), rain water harvesting system and mist sprinklers will be included in the complex. There are plans to meet a large portion of the building's electricity needs through solar systems. At the same time, attention will also be given to consumption and re-use of water through systems like STP and rain water harvesting. Mist sprinkler system can be used as per the need for better water management in the campus.
Mini secretariat will be ready in 18 months
A target has been set to complete the proposed Mini Secretariat in Dwarka Sector-10 in 18 months. A helpdesk will be set up to assist people visiting the campus, where deployed staff will provide information to applications and government procedures. This mini secretariat will be developed in an area of more than 35,535 square meters. There is a plan to build the main campus on a plot of 13,136.7 square meters. PWD consultant has been appointed for the design and architecture of the project. The consultant will also look after the engineering of the building's architecture, structure and various services along with the process of obtaining necessary permissions to the construction. The aim of the government is to complete the project within the stipulated time and provide integrated administrative services to the people.
What facilities will be available?
The district offices of all major departments will be present in the same campus.
A helpdesk will be created to assist people, where employees will be deployed.
There will be facility of AC waiting room for the applicants.
Libraries and information kiosks will be set up in the campus.
A solar plant will be installed under the green building, which will be able to meet a part of the electricity needs of the campus itself.
Efforts will be made to relieve people from visiting the offices of different departments through digital facilities and single window system.
