Dal Mill Scheme: Inflation is increasing day by day, due to which people want to start their own business along with job. Due to lack of money, many people are not able to start their own business. Loan is being given by Bihar government to start one’s own business and this loan is being given on easy installments.

There is good news for people planning to start pulses processing business in Bihar. The state government has invited applications to set up a new pulse mill under the self-reliance mission in pulses. Through this scheme, eligible applicants will be given financial assistance on the project cost.

A provision has been made by the government to provide grant of 33 percent of the project cost or a maximum of Rs 25 lakh. However, the actual grant amount will be decided according to the eligible cost of the project. The objective of the scheme is to promote processing, storage and value addition activities of pulses in Bihar.

Applications can be made till 31st August

The application process for this scheme has started from August 1, 2026. Interested and eligible applicants can apply till 31 August 2026. At present the scheme has been implemented in Patna, Nalanda, Aurangabad, Muzaffarpur, Begusarai, Purnia, Saharsa, Sitamarhi, Jehanabad and Gaya districts of Bihar.

Who can get the benefit of the scheme?

Not only individual applicants but also Farmer Producer Organization (FPO), CLF, PACS and other eligible registered entities can apply for setting up a pulse mill. FPOs, CLFs and PACS are required to be registered and operating for at least two years.

If a person wants to apply in his own name then his age should be at least 21 years. Apart from this, it is necessary for the applicant to have a minimum 15 percent contribution in the project. Getting a loan from the bank is also included in the eligibility conditions of the scheme.

How to get financial assistance up to Rs 25 lakh?

Under the scheme, 33 percent of the project cost or a maximum of Rs 25 lakh, whichever is less, will be given as grant. This assistance can be provided primarily on eligible infrastructure to plant and machinery as well as buildings, worksheds and storage.

The thing to keep in mind is that grants will not be available under this scheme on purchasing land, electricity connection, employee expenses and other operational expenses. The grant for building, workshed and storage infrastructure will be limited to a maximum of 30 percent of the total eligible grant.

The minimum capacity of the new pulses processing unit has been kept at 300 kg per hour. Apart from this, the machines used in the unit should conform to the prescribed BIS standards. Since it is an activity to food processing, FSSAI license will also be necessary.

These documents will be required while applying

Along with the application, necessary KYC documents including DPR i.e. detailed project report, bank loan approval or consent letter and Aadhaar to the project will have to be submitted. If the application is being made on behalf of an organization, then the relevant registration certificate will also have to be submitted.

Responsibility will remain even after getting the grant

After availing the benefits of the scheme, the concerned entity will have to operate and maintain the assets for at least three years. There is a provision to send the approved grant amount to the beneficiary’s bank account through DBT.
