Home and Cooperation Minister Amit Shah inaugurated the 9th two-day National Security Strategy (NSS) Conference-2026 in New Delhi. The conference, organized in a hybrid format, was attended by more than 850 security and police officers from across the country.

National Security Strategy Conference 2026: Union Home Minister Amit Shah inaugurated the 9th two-day National Security Strategy Conference-2026 held in New Delhi. More than 850 representatives and officials from various states and security agencies participated in this important conference to the internal and national security of the country. The conference witnessed wide-ranging discussions on terrorism, better coordination of intelligence, illegal infiltration, cyber crimes, drug trafficking and other emerging security challenges.

In view of the changing security challenges facing India, the conference laid special emphasis on effective use of technology and better coordination between various security agencies.

Special focus on terrorism and intelligence coordination

Strategy to deal with terrorism was one of the major topics on the first day of the conference. Along with this, exchange of intelligence information between various agencies and their effective analysis was discussed. Amit Shah stressed on Artificial Intelligence (AI) based analysis of information available with the Multi Agency Center (MAC). He instructed to prepare better and effective Standard Operating Procedure (SOP) for the challenges to national security.

Experts believe that with the use of modern technology and AI, the large amount of available intelligence can be analyzed rapidly, which can help in identifying potential security threats and taking timely action.

Discussion on UAPA cases and return of fugitives

In the National Security Strategy Conference, discussions were also held on making the investigation of cases registered under the Unlawful Activities (Prevention) Act i.e. UAPA more effective. In the meeting, emphasis was laid on integrated investigation system with better coordination between different agencies. Furthermore, the need to strengthen legal and institutional processes to bring back accused and criminals absconding from the country was discussed. In serious cases, effective use of the legal system of 'trial in absentia' i.e. trial in the absence of the accused was also considered.

Instructions for strict action against illegal infiltration

The conference highlighted illegal infiltration and cross-border activities as important national security issues. The Home Minister directed the concerned agencies to take strict and coordinated steps to deal with this challenge. The meeting also emphasized that better coordination between central and state level security agencies can lead to more effective action against infiltration and organized crime networks.

The Pakistan-backed proxy war and its associated security threats were also discussed in the discussions on the first day. Apart from this, there were discussions on formulating a security strategy in view of the rapidly increasing cyber crime and ways to deal with crimes committed through digital medium. Officials also discussed drug trafficking and its possible links to organized crime and security networks. Emphasis was placed on the need to understand the growing links between terrorism, organized crime and digital threats in the context of national security.

Discussion on topics like drones and bio-security on the second day

The second day of the conference is expected to have a special focus on future security challenges. In this, important topics like drones and sub-aerial systems, security of blue economy to marine and coastal areas, information warfare and bio-security will be discussed. The increasing use of drone technology has created new challenges for the security agencies. At the same time, due to increasing activities in information warfare and cyber space, strengthening technical capabilities is being considered important in the national security strategy.

In recent times, Amit Shah has also clarified the government's policy regarding action against terrorism. Referring to a security operation, he had said that a massive action was taken against the allegedly ISI-backed 'Shehzad Bhatti Network' and several of its members were arrested. According to the Home Minister, security forces took action against this network by conducting coordinated operations in several states. The government has been continuously saying that its policy towards terrorism is 'zero tolerance'.
