A new financial dilemma in front of the market

A new financial dilemma has arisen in front of the market. Marketing Minister and National Market Chairman Jayakumar Rawal, Marketing Secretary and APMC administration are now paying attention to what decision is taken in this matter. An attempt was made to contact Rajiv Konde, Deputy Secretary, Fruit Market, to get the reaction in this regard, but there was no response from him.

Occupancy certificate of Municipal Corporation not received.

The construction of this central facility building was started in the year 2012 to set up a trading block and office complex for open shed traders trading fruits in open space in the fruit market premises of Mumbai Agricultural Produce Market Committee. This building stood till 2022. But till now this building has not received the occupancy certificate of the Municipal Corporation.

Refusal to accept traders

As this building has been constructed by changing the original structure of the building, the Municipal Corporation has not given occupancy certificate to this building. Therefore, the market committee cannot use this building. This central facility building has 34 units on the ground floor and 94 offices on the upper floors. However, traders and market entities have not yet been able to use it. The traders in the open shed have refused to buy the slag due to the wrong construction of the slag erected at this place.

Role to recover about 2.40 crores

After checking the works and bills of this building construction project, it is reported that the architect of the market committee has taken a position to recover about 2.40 crores from the contractor. Then Toscano Infrastructure Pvt. Ltd. the contractor approached the High Court in this regard. And accordingly, after understanding the matter, the court has directed the market committee to pay Rs 5 crore 94 lakh 58 thousand 429 to the contractor. Therefore, the market committee is facing a financial crisis right now.

Market committee already in financial loss

Already Rs 55 crore has been spent by the market committee to construct the facility building. However, the building has been lying in dust since six years due to not getting the OC yet. Therefore, the Bazar Committee is already incurring financial losses in the construction of this project. And that's where this new financial crisis market committee stands now. An inquiry officer was appointed in July 2020 to investigate the financial and technical aspects of the building construction project. But market players say that the report of this investigation and its findings have not come out yet.

Recovery should be done from the concerned as per rules

On this occasion, it is being demanded that the responsibility of the concerned officers, engineers, architects and contractors should be determined by investigating the entire process up to the building plan, construction, measurement, final bill, possession and occupancy certificate regarding this financial crisis that is standing in front of this market committee. Also, the market entities have demanded that in case of financial loss of APMC, recovery should be done from the concerned parties as per the rules.
