The draft voter list was released in Delhi on Monday under Special Intensive Revision (SIR). Of the total 1.45 crore voters in Delhi, 47.7 lakh names have not been included in the draft roll. According to the Election Commission, this process has been done on the basis of door-to-door verification. Names of about 97.5 lakh voters are included in the draft roll, while 47.7 lakh names are not there. According to statistics, the name of almost one in every three registered voters of Delhi is not in the draft list. After the release of the draft voter list, Aam Aadmi Party leader and former Delhi Chief Minister Arvind Kejriwal has reacted sharply to the large-scale exclusion of names. He has taken a jibe at this issue by raising questions on the government and the election process.
Kejriwal posted on social media platform X and said that the draft voter list of Delhi has arrived under SIR. He claimed that out of about 1.5 crore voters, names of 47 lakh people were not in the list. He sarcastically said that the Indian government is unnecessarily worried about the population. Kejriwal wrote that through SIR the Election Commission will reduce the country's population from 140 crores to 50 crores.

On the other hand, the Chief Electoral Officer of Delhi said that people whose names are not included in the draft voter list can file their claim through Form-6 and documents. For this, opportunity has been given to apply till 30 September 2026. According to officials, exclusion of the name from the draft list does not mean that the name of the eligible person cannot be included in the final voter list. After filing the claim, the relevant documents and eligibility will be verified.
The investigation and settlement process will continue till October 29.
As per the revised schedule of the Election Commission, the claims and objections received will be examined. During this period, the process of issuing notices to the concerned people and settling the claims will continue till October 29, 2026. After the entire process of claim-objection and verification is over, the final voter list will be released on 4 November 2026. In such a situation, the eligible voters whose names are not in the draft roll have the opportunity to get their names included by filing a claim within the stipulated time limit.
97.5 lakh voters in draft roll
According to election officials, the names of about 97.5 lakh people have been included in the draft voter list, whose enumeration forms were received during the SIR campaign and accepted through digital medium. The SIR process in Delhi ran from June 30 to August 17. During this period, the counting forms of about 67.18 percent of the total 1,45,10,299 voters of Delhi were filled through digital medium.
Why are the names of 47.7 lakh voters not there?
The remaining approximately 47.7 lakh voters have been classified as 'missing' under 'ASDDO' categories. These include voters who are absent, transferred, dead, registered at more than one place and falling in other categories. For this reason, the names of these voters have not been included in the draft roll at present. According to officials, the absence of name in the draft list does not mean that the eligible voter is out of the voter list forever. The claim can be filed within the prescribed deadline along with necessary documents proving eligibility. After the completion of the scrutiny and settlement process, the name can be included in the final voter list.
67.18 percent forms were filled through digital medium
During the SIR campaign, the process of collecting voter enumeration forms and accepting them through digital medium went on in Delhi. In the campaign that ran from June 30 to August 17, forms of about 67.18 percent of the total voters were filled through digital medium. However, the scope of digitization was not uniform across the 70 assembly seats of Delhi. The percentage of filling digital forms was quite different in different assembly constituencies.
Highest in Rohini, lowest in Tughlakabad
According to the data, maximum 83.43 percent counting forms were filled through digital medium in Rohini assembly constituency. Whereas in Tughlakabad the figure of digital form was the lowest at 52.15 percent. It is clear from this that during the SIR process, there was a lot of difference in the rate of submission of forms through digital medium in different assembly constituencies.

A door-to-door enumeration campaign was conducted under SIR to update the voter list and verify eligible voters. During this, counting forms were received from voters and accepted through digital medium. The way for inclusion of names in the voter list has also been kept open for those voters whose forms could not be received during the campaign.
