8th Pay Commission Update: Big demand reached Modi government, will the pension of old pensioners increase in the 8th Pay Commission?

Business Desk – 8th Pay Commission Update: An important update has come out for lakhs of pensioners across the country regarding the 8th Pay Commission. Two major employee and pensioner organizations have applied for pension revision of employees who retired before January 1, 2026. The Department of Personnel and Training i.e. DoPT has sent these demands to the Department of Expenditure of the Finance Ministry for final consideration and appropriate action.

Which organizations put forth the demand?

DoPT has sent memorandums of two organizations to the Department of Expenditure. The first is the All India RMS, MMS and Postal Pensioners' Association, on whose behalf General Secretary Giriraj Singh had submitted the application on 30 July 2026. The second is All India Defense Employees Federation, on whose behalf General Secretary C. Sreekumar gave a memorandum on 4 August 2026. DoPT said in its office memorandum dated August 18, 2026 that these memorandums are being sent to the Department of Expenditure for appropriate action.

What is the demand of pensioners?

Pension organizations demand that the Terms of Reference i.e. ToR of the 8th Pay Commission be amended. They want that pension revision of employees who retired before January 1, 2026, should be clearly included in the scope of the commission. The organizations argue that when the 8th Pay Commission reviews the pay and pension system, the interests of old pensioners should also be included in it.

Has the pension increase been approved?

No. This is the most important thing. DoPT has only sent the demand of pension organizations to the Department of Expenditure of the Finance Ministry. This does not mean that the pension amendment has been approved. As of now, neither there has been any change in ToR nor any new Fitment Factor, Pension Formula or additional benefits have been announced. Changes in ToR will require a formal decision from the Central Government.

Example given by Fourth Pay Commission

Pension organizations have cited the example of the Fourth Pay Commission in support of their demand. According to him, on November 8, 1985, the Finance Ministry had amended the ToR of the Fourth Pay Commission. Through this, the commission was given the responsibility of reviewing the equitable pension system for old and new pensioners. On this basis, the organizations want that the pension review of old pensioners should be clearly included in the 8th Pay Commission also.

What will happen next now?

At present the matter is with the Expenditure Department of the Finance Ministry. The department will review the memorandums and decide whether the proposal for changes in the ToR of the 8th Pay Commission should be further placed before the Cabinet or not.

Therefore, at present no final pension revision has been announced for employees who retired before January 1, 2026. They will have to wait for the official decision from the Finance Ministry or the Central Government.
