A big and positive news is coming for the Central Government pensioners and family pensioners regarding the 8th Central Pay Commission. Especially the administrative process to pension revision of lakhs of central employees, railway employees, postal employees and defense personnel who retired before January 1, 2026 (Pre-2026 Retirees) has been advanced.

A round of meetings has started between the Ministry of Personnel, Public Grievances and Pensions (DoPPW) and the Department of Expenditure of the Finance Ministry regarding pension parity and pension determination on the basis of new fitment factor.

Whenever a new pay commission comes into effect, the biggest question that arises is how the pension of those employees who have retired before the effective date of the new pay commission (January 1, 2026) will be increased:

• Pension Parity (Same Rank, Same Pension): The main demand of the employees and pensioners' associations has been that the minimum and maximum basic pension of the employees retired on or before the 7th Pay Commission should be brought at par with the respective pay levels in the pay matrix of the 8th Pay Commission.

• Progress in file: The Finance Ministry and Pension Department have started work on the mapping formula of service records, last pay drawn and pay scales of employees retired before January 1, 2026 so that there is no delay in the amendment as soon as the formation of the commission and recommendations come.

At present minimum basic pension under 7th Pay Commission ₹9,000 per month (Minimum basic pay is fixed at 50% of ₹18,000). Based on the possible fitment factor in the 8th Pay Commission, pensioners may see a jump in their basic pension as follows:

(Note: Once the new pay commission is implemented, the existing DA/DR gets merged into the basic and becomes zero and further dearness relief is added on the new basic only.)

With the forwarding of the file, the pensioners unions have also stressed on some other important reforms:

1. Reducing the age limit of additional pension from 80 years to 65 years

At present, 20% additional basic pension is available on completion of 80 years of age. The parliamentary committee and pensioners' organizations have demanded that it should be introduced in a phased manner at the rate of 5% from the age of 65 years to provide relief from rising medical expenses in old age.

2. Reducing commutation restoration period from 15 to 12 years.

Pensioners who commute 40% of their pension in lump sum at the time of retirement, their recovery takes up to 15 years. Given the current mathematics of medical and interest rates, this can be reduced by 12 years The proposal to do so is also under consideration.

3. Increase in Fixed Medical Allowance (FMA)

The fixed medical allowance of ₹ 1,000 per month for pensioners living in non-CGHS areas for OPD expenses will be increased to at least ₹3,000 per month A demand has been made to do so.

As per the normal 10-year cycle of the Central Pay Commission, the announcement of the Terms of Reference (ToR) of the 8th Pay Commission and constitution of the official committee is expected in the coming months. With the progress of this file to pensioners, it has become clear that the government is preparing a framework at the primary level for the interests of more than 68 lakh retired central and defense pensioners along with the active employees.
