Bihar, West Bengal, Maharashtra and Assam governments approached the Supreme Court on Tuesday (September 1), urging it to quash 116 FIRs lodged in connection with the students’ protest in Delhi in July in relation to the NEET exam paper leaks.
The states cited the Centre’s commitment to the Cockroach Janata Party (CJP) on July 25 regarding the withdrawal of cases if the protests were called off.
States seek FIR quashing
According to a report in Live Lawthe states urged the top court to invoke its special powers under Article 142 to quash the FIRs. The development comes a day after the Centre made a similar plea to quash the FIRs lodged by Delhi Police against protesters and sought the top court’s permission to lodge a single FIR against 2873 persons who have serious criminal antecedents.

The pleas by the state governments come ahead of the CJP’s scheduled protest in Delhi on September 5 accusing the Centre of not fulfilling its promises to withdraw the cases.
Bihar, Maharashtra FIRs
Bihar has sought quashing of 69 FIRs registered across several districts between July 20 and July 27, 2026. The cases include FIRs at Gandhi Maidan and Kotwali in Patna, Gopalganj Town, Siwan Town, Jehanabad, Katihar Town, Muzaffarpur Town, Bihar Sharif and other locations.

Maharashtra has sought quashing of 34 FIRs registered in Nagpur, Mumbai, Pune, Jalgaon, Buldhana, Amravati and other locations. Its application says that, pursuant to the July 25 decision of the Central Government, the state no longer wishes to pursue or investigate the listed FIRs.
West Bengal lists eight FIRs
West Bengal has sought relief in eight FIRs, including one at Entally police station and seven at Hare Street police station. It has told the court that if another FIR relating to the same incidents is subsequently brought to its notice, it will not oppose the affected party seeking similar relief from the Supreme Court. It has also undertaken that no fresh FIR will be filed for the incidents covered by its application.
Assam has listed five FIRs for quashing, citing the Central Government’s July 25 decision.
