A recent report has called for India and Israel to broaden their partnership beyond traditional defence ties and jointly build an innovation ecosystem centred on Cognitive Warfare.
According to the report from the Times of Israel, artificial intelligence is revolutionising technology and enhancing users’ cognitive abilities, fundamentally changing information flow, narratives, and influence in modern conflicts.
Addressing these new forms of conflict requires a comprehensive ecosystem uniting governments, industries, academia, startups, and independent researchers.
In recent years, both India and Israel have faced significant geopolitical shifts accompanied by increased instances of Information Warfare, Narrative Warfare, Psychological Operations (PsyOps), and Cognitive Warfare.
These conflicts occur not only on physical battlefields but also within digital and cognitive realms, targeting public opinion, strategic messaging, and government decision-making processes.
The report emphasises that the main challenge is adopting what it terms the ‘Spirit of Acceptance’ — the readiness to reconsider long-held assumptions, redesign strategies, and establish frameworks aligned with an AI-driven cognitive environment.
Embracing this approach can elevate cooperation beyond conventional security measures, fostering research, innovation, entrepreneurship, and business development in the field of Cognitive Warfare.
It also highlights the role of the Cognitive Warfare Agency (CWA), an independent research initiative dedicated to exploring the convergence of AI, Cognitive Warfare, and strategic communication.
The CWA seeks to strengthen India–Israel collaboration through developing research, policy frameworks, and joint initiatives that prepare governments, institutions, and businesses for a future increasingly shaped by cognitive challenges.
Ultimately, the report encourages both nations to seize this unique moment to craft strategies recognising Cognitive Warfare as both a critical security concern and a promising area for innovation and enterprise.
