India may soon see major changes in the rules to Driving License (DL) and Vehicle Registration Certificate (RC). The Ministry of Road Transport and Highways is considering implementing a graded points system to better track driving records.

Union Road Transport and Highways Minister Nitin Gadkari has given information about this proposed system. Under this, points can be deducted from the license of drivers who repeatedly violate traffic rules. After the points reach a certain limit, there may be a provision for action like suspending or canceling the license.

The special thing is that the proposed system will not only take action against those who break the rules, but there is also a plan to incentivize people having a good driving record.

What is the new point system of driving license?

Speaking at the 66th annual conference of the Society of Indian Automobile Manufacturers (SIAM), Nitin Gadkari said that the ministry is planning to create a system in which violations of traffic rules will be directly linked to the driving license records.

According to the proposal, some points can be deducted from the driver's license for every traffic violation. If a person is repeatedly found violating rules and the points reach the prescribed limit, his license can be reviewed.

In case of serious or persistent violations, action like suspending or canceling the license can also be taken.

For which mistakes points can be deducted?

Once the point system is implemented, a system can be created to link individual traffic violations to the driving record. For example in this-

• repeatedly overspeeding
• jumping red light
• dangerous driving
• persistent violation of traffic rules

Such cases may be recorded in the driver's record.

Its purpose will not just be to issue challan, but to keep an eye on the entire driving behavior of the driver.

Good drivers can get benefits

The proposed system does not just involve taking action against those who break the rules. A plan to encourage responsible drivers with clean driving records has also been mentioned.

According to Gadkari, some kind of incentives can be given to people with good driving records. These may also include potential benefits from insurance companies.

However, detailed information regarding the exact outline of these incentives and the process of implementing them has not been revealed yet.

Not just the challan, the entire record will be monitored

In the current system, challan is issued for violation of any traffic rule. The proposed points system could go beyond this and take into account a driver's long-term record.

This means that if a person repeatedly breaks the rules, action can be taken based on his entire driving history instead of looking at each incident individually.

This can make it easier to identify drivers who repeatedly break rules and take action against them.

Emphasis on improving driver behavior

Nitin Gadkari said that one of the biggest challenges facing road safety in India is driver behavior. He says it is important to hold rule breakers accountable for their mistakes instead of making mistakes again and again and learning from it every time.

The government's efforts are also towards reducing road accidents and developing the habit of responsible driving among the people.

Work on Bharat NCAP 2.0 also

Bharat NCAP 2.0 is also included in the government's plans regarding road safety. Gadkari has proposed its next phase for October 2027.

Under this, the assessment of vehicle safety is expected to be focused on the comprehensive system of safety and not limited to just crash tests.

Big statement regarding bike taxi too

During the program, Nitin Gadkari also expressed his opinion regarding bike taxi services. He said that consideration should be given to allowing private motorcycle owners to run bike taxi services.

He talked about encouraging state governments to give legal recognition to such services. According to him, services like bike taxi can create employment opportunities on a large scale.

However, the rules regarding bike taxis may differ from state to state and the role of the respective state governments will be important to implement it.

The new rule has not come into effect yet

It is important to note that the point system in DL and RC is currently a proposed system. Until its final rules and notification are issued by the government, it cannot be considered as an applicable change in the existing driving license rules.

If this system is implemented, the scope of action against drivers who repeatedly break traffic rules may increase, while responsible drivers may potentially get some benefits.
