New Delhi.Relief news has emerged for SC-ST employees waiting for promotion in Railways. Railway Board has clarified the rules regarding promotion on non-security category posts. Through the new instructions, necessary information has been given regarding relaxation in marks and the process of filling reserved posts.
There will be relaxation in marks for promotion
In promotions based on seniority, SC-ST employees will get a relaxation of up to 10 percent as compared to the normal standards. This concession will be applicable to professional qualification as well as total marks obtained. Its direct benefit can be given to those employees who are close to the standards required for promotion.
If reserved posts remain vacant even after relaxation, in such cases eligible SC-ST employees can be considered under the 'Best among the Failed' system. For this, it will be necessary to score minimum marks in different stages like written examination, oral examination and service record.
First ad hoc promotion, then review
Under this system, after getting promotion, the employee's performance will be monitored for about six months. If the performance is found satisfactory, the process of regularizing promotion can be taken forward.
Relief continues in LDCE also
Concession to marks will remain intact for SC-ST employees even in promotions through 30 percent LDCE. However, the provision of 'best among the failed' will not be applicable in this examination, because here the employees are selected on the basis of their merit.
This decision of the Railway Board can help in filling the reserved posts and removing the old confusion regarding the promotion process. This is expected to provide great relief to SC-ST railway employees waiting for promotion.
