Mirzapur: Serious questions have been raised on the functioning of the secretary regarding birth certificate in Gram Panchayat Mahugadhi of Haliya development block. The birth certificate, which was declared impossible by the Secretary after investigation, was later prepared again through the Secretary's portal and was canceled for the third time. Constantly changing decisions have raised questions on the transparency of the entire system. Now the biggest question is that when the certificate was considered possible after investigation, then what happened later that the certificate had to be canceled in the same case?

The villagers allege that the Secretary is continuously taking different decisions regarding rules and procedures. Sometimes the certificate is said to be possible, then in the same case the certificate is issued from the portal and after that suddenly it is revoked. This entire incident has put the functioning of the Secretary in the dock. If the certificate was wrong then why was it considered possible in the first investigation and if it was correct then why was there a need to cancel it after re-issuing?

Now the most discussed issue among the villagers is whose pressure was behind canceling the certificate for the third time? Did the Secretary change his decision after the intervention of some influential person or is there some other game going on behind the scenes in the whole matter? The answers to these questions can be revealed only after investigation.

The residents of the area allege that the arbitrariness of the Secretary has been going on in the Gram Panchayat for a long time and despite complaints, the responsible officers are turning a blind eye. Villagers say that if complaints and disputes are continuously coming up against an employee, yet no action is taken against him, then this strengthens the fear of administrative protection. Allegations of alleged nexus between officials and the secretary have also now become a subject of investigation.

The villagers raised questions and said why action is not being taken against the Secretary despite committing mistake after mistake? Are the rules and regulations in Gram Panchayat only for the general public? If there have been repeated changes in the process to birth certificate on the government portal, then its responsibility should be fixed. In the entire matter, digital records should be examined from application to investigation, issuance of certificate and then cancellation.

People of the area say that the villagers are upset due to the alleged arbitrariness of the Secretary and now instead of suppressing the matter, higher officials should investigate openly. The villagers have demanded that an impartial and high-level investigation should be conducted into the entire incident and if any kind of irregularity, negligence or disregard for rules is revealed in the investigation, then strict departmental action should be taken against those responsible.

Villagers say that Gram Panchayat is not the personal property of any employee. If the complaints of playing with the rules while holding a government post are found to be true, then instead of giving protection to the responsible officer, action should be taken. This entire issue of birth certificate has raised a big question before the administration – what is the truth behind repeatedly changing decisions on the same certificate and whose pressure is working behind it?
