With the aim of giving a new identity to the handloom and textile sector of Uttar Pradesh and a strong place in the global market, the organization of UP TEX-2026 started from Tuesday at Indira Gandhi Pratishthan, Lucknow. The two-day event is taking place on September 8 and 9. Chief Minister Yogi Adityanath inaugurated it.

Addressing the program, the Chief Minister said that the UP Tex Conclave organized under the direction of Global Textile Hub will write a new chapter in the development of the textile industry of the state. He said that 'UP' itself means 'up' and 'up' means unlimited potential.

The clothes of UP have been recognized since the Vedic period.

CM Yogi said that the textile heritage of Uttar Pradesh is very old. There is mention of clothes made of gold wires in Vedic literature. There is mention of silk clothes from Banaras during the time of Lord Ram in Ayodhya. There is also a description of Mother Janaki receiving divine clothes during her exile.

He said that in Mahabharata's Rajsuya Yagya, Yudhishthir was given cotton clothes by the king of Kashi. In the context of Roman and Greek civilizations, there is also mention of textiles from India and Uttar Pradesh reaching there.

The Chief Minister described Banaras, Kanpur, Sitapur and Meerut as examples of the state's rich textile heritage and potential.

Called five lakh weavers as real heroes

Yogi Adityanath said that the state has heritage as well as skills, human resources, large domestic market and industry-entrepreneurship potential. India also has the world's largest youth work force.

He said that about five lakh weavers of the state are the real heroes of this region. Uttar Pradesh's share in the total fabric production of the country is 14 percent. After agriculture, textile sector is one of the highest employment generating sectors.

CM said that UP has worked towards connecting the textile sector with innovation and technology. Uttar Pradesh will play an important role in achieving the target of $100 billion with the country's $350 billion textile economy. He claimed that in the last years there has been a growth of 56 percent in this area of ​​UP.

17 textile products got GI tag

The Chief Minister said that 17 textile products of Uttar Pradesh have received GI tag and lakhs of women are associated with these products. The government aims to develop the entire value chain in Uttar Pradesh, from fiber to the global market.

He said that the state has prepared itself in this direction.

From 'one district one mafia' to rule of law

In his address, CM Yogi, while referring to Uttar Pradesh before 2017, said that at that time 'One District One Mafia' had become the identity of the state. According to him, the business of gangster tax and collection was flourishing and businessmen and investors did not feel safe.

He said that earlier investors used to come with investment slips and return with recovery slips. He accused the then government of remaining silent on this situation.

The Chief Minister said that at that time, after hearing the name of UP, people faced difficulty in getting a house on rent or even a room in a hotel. He claimed that there were riots every third day in the state and schools, colleges, shops and factories remained closed for long periods.

Talk of 'jail or hell' for criminals

Yogi Adityanath said that now there is rule of law in Uttar Pradesh and a policy of zero tolerance is being adopted against crime and criminals. He said that now no mafia can roam around openly in jeeps waving pistols and the safety of businessmen and investors will not be compromised.

He said, if anyone tries to do this, he will have only two destinations – jail or hell.

36 sectoral policies and land bank of 75 thousand acres

CM said that Uttar Pradesh has 36 sectoral policies. This has increased the confidence of traders and farmers in the market and has also created confidence among the youth about their future and the potential of the state.

He said that success has been achieved in tripling the GSP of UP in nine years.

The Chief Minister said that from Threat Corridor to Integrated Manufacturing and Logistics Corridor, a strong network of multi-modal connectivity and logistics has been created in the state. Any investor can invest anywhere in Uttar Pradesh within the prescribed policies.

He said that the state has a land bank of 75 thousand acres and arrangements have been made for online incentive distribution. CM said that 100% implementation of government announcements and schemes is monitored from the Chief Minister's Office.

The policy after 2027 will include suggestions from the industry

In the program, Minister Rakesh Sachan said that UP Textile Conclave is being organized for the first time on the lines of Bharat Tex. He said that there are more than two lakh handloom weavers in Uttar Pradesh, who have a significant contribution in exports.

He said that the government has given incentives of Rs 316 crore to 116 investors under the policies of 2017 and 2022. An incentive of Rs 96 crore was given in the policy of 2022.

Rakesh Sachan said that the suggestions received from the industry will be included in the policy to be made after 2027. Up to 90 percent subsidy is being given in national and international fairs.

He informed that investment proposals worth Rs 5,354 crore have been approved. 10 parks are to be built under Sant Kabir Textile Park, out of which work has started in five parks including Amroha and Bareilly.

He also mentioned the plan to create a textile manufacturing park in UP. He said that at present work should be done towards manufacturing the imported machines in the state itself. A proposal to develop a textile park was also put forward when about one thousand acres of sugarcane department land was available in Ghatampur.

Ramki Group will make big investment in UP

Former chairman of Ramki Group, Alla Ayodhya Rami Reddy said that Uttar Pradesh can make the textile sector a model for the country. He said that seeing the leadership of Chief Minister Yogi Adityanath, investors develop confidence that it is safe to invest money in Uttar Pradesh.

He said that textile is an old sector and Tamil Nadu has achieved the maximum growth in it. UP should also move forward with the vision keeping the same model in mind. PM Mitra Park and other five parks can become the beginning of this.

Rami Reddy said that the private sector should invest in Uttar Pradesh if it gets the support of the government. He announced major investments in the infrastructure sector in UP.

Industry laid emphasis on plug and play infra and skilled manpower

Industrialist Ashwin Chandra said that the textile industry is entering a new phase. The entire value chain from raw materials to finished products is present in only a few countries. Describing the target of doubling the textile industry, he said that Uttar Pradesh has a huge domestic market and tremendous potential.

He described plug and play infrastructure, better logistics, skilled manpower, cheap water and electricity and ease of doing business as essential for the industry. According to him, skilled workforce is the biggest challenge amid changing technology. Investment and development on a large scale will be possible only if government and industry work as partners.

There is a need to further increase textile exports of UP.

Advay Textile Chairman Ravi Sam said that many countries of the world are making FTAs ​​with India. Uttar Pradesh is exporting textiles worth about $3.69 billion, which is about 10 percent of the total exports of the state.

He emphasized on scaling up and sustainability. According to him, FTA opportunities can be availed with UK, Oman, New Zealand, Australia and Europe.

Ravi Sam described processing as a major challenge in the textile sector and stressed the need to develop better processing plants. He said that Tamil Nadu does not have Banaras sarees, Bhadohi carpets and religious-cultural heritage like Ayodhya, Kashi, Vindhyachal and Vrindavan. In such a situation, Uttar Pradesh has immense potential to move forward in the global textile market.

Emphasis on technical textiles for defense and aerospace

Manoj Gupta of MKU described technical textile as important for defense and aerospace. He said that India is currently dependent on imports in this sector.

He told that polyethylene fiber is produced in Kanpur, which is used in making bulletproof jackets. He suggested preparing a list of strategic technical textiles and providing support to the companies involved in its production on the lines of PLI.

Suggestion to build machinery park in Kanpur

Ketan Sanghvi of Lakshmi Looms said that India is still lagging behind in the field of textile machinery manufacturing and there is almost 90 percent dependence on imports. He suggested setting up a textile machinery park in Kanpur.
