Seeking an answer to this question, the Retired Employees Welfare Association (REWA)—an organization representing these retirees—has written to Prime Minister Narendra Modi. The association demands that the benefits of the 8th Pay Commission be extended to them as well. They have urged an amendment to the Commission's Terms of Reference (ToR) to explicitly include pensioners and family pensioners who retired before January 1, 2026, within the scope of the pension revision.

Point 2(e) of the notification issued by the Commission addresses the death-cum-retirement gratuity, the National Pension System, the Unified Pension Scheme, and the pension framework. The association argues that these provisions pertain solely to current employees, with no mention of those who retired prior to January 1. Unlike the Terms of Reference for the 6th and 7th Pay Commissions—which explicitly mentioned pensioners and family pensioners—the current notification omits this reference. This omission has raised concerns among former pensioners. The government has not yet clarified whether employees who retired before January 1, 2026, will also receive benefits, given that the 8th Pay Commission is set to be implemented from that date.
