Uttar Pradesh Chief Minister Yogi Adityanath said that if any public servant does something wrong, his accountability should be fixed. Many times, when a person gets power, he starts behaving unruly and defiantly. Referring to the line from Ramcharitmanas, 'Prabhuta Pai Kahi Mad Nahin', he said that in such a situation, it is necessary to have a control somewhere, which can ensure that the decorum is followed. An institution like Lokayukta makes public servants feel accountable to the public by resolving complaints on the basis of merit.

Chief Minister Yogi was addressing the golden jubilee ceremony of Uttar Pradesh Lokayukta organization on Monday. Congratulating the organization for its 50 years of journey, he said that the biggest strength of democracy is the faith of the common citizen in the constitutional institutions. Good governance depends on public trust. If there is no public trust then the goal of good governance cannot be achieved. Even the person sitting at the last rank should feel trust and pride towards the constitutional institutions, this is the test of democracy.

The solution should be based on merit

Chief Minister Yogi said that merely forming an organization does not solve the problem. Common people can bring their problems without any hesitation and can see its timely solution in front of their eyes as per the rules. The solution should be based on merit without considering the caste, creed or sect of the complainant. Besides, a crackdown will have to be imposed on those who misuse the complaint system. False and unnecessary complaints not only waste the time of the system but also waste the time of justice for the real victim.

PDS complaints reduced to almost zero

Giving the example of changes brought about by technology, Yogi said that after becoming the Chief Minister in 2017, about 60 percent of the complaints received in Janata Darshan were to the public distribution system. After installing e-POS machines and connecting about 80 thousand fair price shops of the state with technology, the scope for manipulation has ended. Today 16 crore people are getting ration and complaints to PDS have reduced to almost zero.

34 lakh cases resolved

Referring to the Revenue Department, Chief Minister Yogi said that in 2017, 34 lakh cases to land disputes, measurement, inheritance and transfer were pending. These 34 lakh cases were resolved in the last nine and a half years. However, nine lakh new cases have also come during this period. To prevent measurement errors, technology-based equipment has been provided in every tehsil. Now measurement will be done on the basis of coordinates, due to which not even an inch of land will be shifted.

Chief Minister Yogi also described Jan Dhan account and DBT as examples of good governance. He said that earlier middlemen also took part in the old age and widow pension money. Today, 1.10 crore people are being sent Rs 12,000 annually directly into their bank accounts. There is no middleman or brokerage in between. This is good governance.

Must move forward with a strong roadmap

He suggested documenting the entire journey of 50 years of the Lokayukta organization. Said that a better presentation should be prepared of how many cases were received, how many were disposed of and what action was taken in which cases. A big program should also be organized by inviting Lokayuktas from across the country and the Lokpal of India, in which best practices can be discussed. Through the Golden Jubilee, Uttar Pradesh Lokayukta Organization should move forward with an action plan and strong roadmap for the next 50 years.
