New Delhi – In a landmark move to boost employment and support first-time job seekers, the Central Government is set to launch the PM Viksit Bharat Rojgar Yojana on August 1, 2025. This initiative, earlier known as the Employment Linked Incentive (ELI) Scheme, aims to benefit over 1.92 crore youth across India with financial rewards for both employees and employers. However, a single misstep could mean losing out on these benefits entirely.

What is PM Viksit Bharat Rojgar Yojana?

This government-backed scheme is designed to encourage job creation and support young individuals stepping into the workforce for the first time. Under the scheme:

  • Employees who register with the Employees’ Provident Fund Organisation (EPFO) for the first time will be eligible to receive ₹15,000, separate from their monthly salary.

  • Employers will receive ₹3,000 per new employee every month for up to 2 years.

    • If the employer belongs to the manufacturing sector, the incentive extends up to 4 years.

Who Is Eligible?

According to EPFO guidelines, the scheme will only benefit:

  • New employees who are registering with EPFO for the first time.

  • Employees whose monthly gross salary does not exceed ₹1 lakh.

  • Companies that file accurate salary details through their Electronic Challan cum Return (ECR) submissions.

Two-Part Incentive Structure

The scheme has two distinct components:

1. For Employees:

  • ₹15,000 incentive will be paid in two installments:

    • The first installment is provided after the employee completes 6 months of continuous employment.

    • The second installment is paid after 12 months of service.

2. For Employers:

  • Companies hiring first-time EPFO employees will receive:

    • ₹3,000 per employee per month for 2 years.

    • 4 years of incentives if the company is part of the manufacturing sector.

  • To qualify, the employee must stay with the company for at least 6 months.

One Critical Mistake Can Cost It All

Despite the generous incentives, EPFO has issued a stern warning:
If employers submit incorrect salary data in the monthly ECR filings, both the employee and the employer will forfeit the scheme’s benefits.

  • No ₹15,000 for employees.

  • No ₹3,000/month for employers.

  • Strict compliance is mandatory for continued eligibility.

Key Highlights:

  • Launch Date: August 1, 2025

  • Target Audience: First-time job seekers and employers hiring them

  • Employee Benefit: ₹15,000 in two installments

  • Employer Benefit: ₹3,000/month per employee (2 to 4 years)

  • Gross Salary Cap: ₹1,00,000 per month

  • Mandatory: Accurate ECR salary filing by employers

Why This Matters

The PM Viksit Bharat Rojgar Yojana reflects the government’s commitment to developing a skilled, self-reliant workforce while incentivizing companies to generate sustainable employment. The dual-benefit structure encourages job stability, promotes industrial growth, and aims to reduce unemployment rates in both urban and rural areas.

As the scheme gears up for its launch, accuracy and transparency in payroll reporting will be the keys to unlocking its full potential. Employers and employees alike must remain vigilant to avoid disqualification due to technical errors or misreporting.

Stay tuned for updates on the official rollout this August, and ensure your company’s records are in order to make the most of this ambitious employment-boosting initiative.
