NITI Aayog to review Aspirational Districts Programme after 7 years

NITI Aayog will soon undertake evaluation of the government’s flagship scheme the Aspirational District Programme (ADP), seven years after it was launched in 2018. The aim is to assess the relevance, efficiency, effectiveness and impact of ADP in transforming most underdeveloped regions of the country through localising the Sustainable Development Goals (SDGs) effectively.

The Development, Monitoring and Evaluation Office (DMEO), under the Aayog, has invited bids for evaluation study of ADP as well as the Aspirational Block Programme (ABP) launched in 2023.

“The study will aim to determine how effectively the ADP has contributed to improving the performance of districts on key indicators related to health and nutrition, education, agriculture and water resources, financial inclusion and skill development, and basic infrastructure,” it said in the request for proposal (RFP) document, inviting bids from eligible consultants for the study.


The evaluation study will primarily focus on four core dimensions of the ADP including relevance of the scheme, examine the efficiency of fund allocation and utilization under the scheme and evaluate changes in district-level rankings and performance over time while also identifying the contribution of ADP to this progress, it said.

Progress and impact of the scheme will be monitored over several years. For secondary research the study period will extend from FY 2018-19 to 2024-25 while for primary research it will extend from FY 2021-22 to 2024-25.

The study will be concluded within four months and is expected to aid the policy makers to bring about necessary interventions in the scheme to further enhance the effectiveness and outreach of the two programmes. The bids will be evaluated in two stages, the technical evaluation and the financial evaluation.

The Aspirational Districts Programme (ADP) is designed to localize the Sustainable Development Goals (SDGs) at district level, driving socio-economic advancement in historically underserved regions and seeks to improve governance, raise the standard of living and enhance service delivery.

Under the programme, progress of identified districts is tracked on 49 key performance indicators (KPIs) across 81 data points, covering five critical sectors of health and nutrition, education, agriculture and water resources, financial inclusion and skill development, and basic infrastructure.

The Aspirational Block Programme (ABP), on the other hand, focuses specifically on 500 blocks across 329 districts in 27 states and four union territories, including 160 blocks from 112 aspirational districts.

The overarching goal of the programme is to transform these blocks by strengthening the delivery of public services, improving administrative capacity, and ensuring that development reaches even the most remote communities.

These blocks were selected on the basis of 30 key performance indicators (KPIs) from Mission Antyodaya and data on social deprivation and Scheduled Caste and Scheduled Tribes population from the Socio-Economic and Caste Census (2011).
