
The Bihar government has announced a game-changing update to the Bihar Student Credit Card (BSCC) Scheme, bringing relief to thousands of students and their families. Chief Minister Nitish Kumar recently declared that education loans under this scheme will now be completely interest-free for up to seven years, making higher education more accessible and affordable for students across the state. This landmark decision comes just ahead of the upcoming 2025 assembly elections and is expected to benefit lakhs of aspiring students.
What’s New in the BSCC Scheme 2025Under the revised guidelines, students can now repay their education loans without any interest for seven years. Earlier, male students had to pay a 4% annual interest rate, while female, transgender, and differently-abled students were charged 1%. With the new rules, these charges have been completely waived for all eligible applicants.
The repayment period has also been extended to provide greater flexibility. Loans of up to ₹2 lakh, which earlier had to be repaid within five years, can now be settled in seven years. For loans exceeding ₹2 lakh, the repayment tenure has been stretched from seven years to a maximum of ten years, easing the financial burden on graduates as they begin their careers.
Purpose of the SchemeLaunched on 2 October 2016 under Bihar’s flagship Saat Nischay Yojana, the BSCC Scheme was designed to ensure that no student’s education stops due to lack of funds. Initially, the government provided loans of up to ₹4 lakh to help students pursue undergraduate, technical, or professional courses such as BSc, BA, BTech, MBBS, and more.
Chief Minister Nitish Kumar emphasized that the interest-free provision will motivate more students to seek higher education and allow them to focus on their studies without financial stress. According to him, this step will not only secure the future of Bihar’s youth but also strengthen the state’s overall growth and development.
Who Can ApplyTo be eligible for the Bihar Student Credit Card Scheme, applicants must:

Be a resident of Bihar.

Be at least 25 years of age.

Have passed the Class 12 examination.

Be enrolled in a recognized college or university.

Commit to completing their chosen course.
The application process is entirely online and simple to follow:
Visit the official website: 7nishchay-yuvaupmission.bihar.gov.in.
Click on New Applicant Registration.
Enter your name, email ID, mobile number, and Aadhaar number to register using an OTP.
After successful registration, you will receive a username and password via email and SMS.
Log in to the website, complete the Personal Information Page, and select the BSCC option from the drop-down menu.
Fill out and submit the application form to receive an acknowledgment number.
Your local District Registration and Counseling Center (DRCC) will send an email and SMS with the document verification date.
Visit the DRCC on the assigned date with all required documents. After verification and bank approval, you will receive a Student Credit Card and loan sanction letter.
Complete the remaining formalities at the bank to access the loan amount. Applicants can also track their application status online.
