Assam Cabinet Unveils New Initiatives for Entrepreneurship and Education

Guwahati, Nov 10: The Assam Cabinet has made significant strides in promoting entrepreneurship, education, and sports by approving several important initiatives. Among these are the Assam Startup and Innovation Policy for 2025–30, the establishment of Su-Ka-Pha University in Charaideo district, and reforms to the Career Advancement Scheme (CAS) for college educators and librarians.


Following the Cabinet meeting at Lok Sewa Bhawan, Chief Minister Himanta Biswa Sarma highlighted that the new startup policy is designed to "position Assam as a leading hub for innovation and entrepreneurship in India over the next five years."


“The Assam Startup and Innovation Policy 2025–30 will provide comprehensive support to startups from the ideation phase to funding. This includes grants of up to Rs 10 lakh for ideation, Rs 25 lakh for prototype development, Rs 40 lakh for technological startups, seed funding of Rs 50 lakh, and a venture capital fund of up to Rs 10 crore,” Sarma explained.


He noted that the policy entails a total financial commitment of Rs 397 crore, which is expected to significantly enhance the startup ecosystem in the state.


Additionally, the Cabinet has approved the creation of Su-Ka-Pha University in Charaideo district, aimed at enhancing the quality of higher education in Upper Assam.


“The establishment of Su-Ka-Pha University will greatly enrich the higher education framework in the state,” Sarma stated.


The university will be developed as a greenfield institution, meaning it will be constructed from scratch rather than upgrading an existing college.


Moreover, the Cabinet has enacted long-awaited reforms to the Career Advancement Scheme (CAS) for assistant professors and librarians in government and autonomous colleges.


Under the new guidelines, promotions will now be effective from the initial date of eligibility instead of the notification date, a change that has been positively received by the academic community.


“The Cabinet has approved the effective date for promotions under CAS for assistant professors and librarians, with seniority being counted from the first date of eligibility for their next promotion,” the Chief Minister added.


“This demand was proposed by the Assam College Teachers’ Association (ACTA), and today the Cabinet has addressed it,” he noted.


In a gesture of recognition for sporting achievements, the Cabinet also declared a cash reward of Rs 25 lakh for cricketer Uma Chetry in honor of her remarkable performance in the recent Women’s World Cup.


“We are pleased to announce a prize of Rs 25 lakh for Uma Chetry in recognition of her exceptional contributions to Indian women’s cricket,” Sarma concluded.
