Delhi blast manhunt intensifies: Amit Shah vows to hunt Red Fort blast culprits 'even from the depths of Paatal'

Union Home Minister Amit Shah on Monday said that the culprits behind the Delhi blast near the Red Fort on 10 November will be hunted down “even from the depths of paatal (netherworld)” and promised the strictest punishment for those responsible.

Today, at the 32nd meeting of the Northern Zonal Council, Shah said that eliminating terror from its roots under Prime Minister Narendra Modi’s leadership is a “collective commitment”.

Northern Zonal Council Meeting Held in Delhi

The meeting brought together top leaders and officials from the northern states and Union territories. The Northern Zonal Council includes Haryana, Himachal Pradesh, Punjab, Rajasthan, Delhi, Jammu & Kashmir, Ladakh and Chandigarh.


Chief Ministers Nayab Singh Saini (Haryana), Sukhvinder Singh Sukhu (Himachal Pradesh), Bhagwant Mann (Punjab), Bhajan Lal Sharma (Rajasthan), Rekha Gupta (Delhi) and Omar Abdullah (J&K) attended.

Lieutenant Governors Manoj Sinha (J&K), V K Saxena (Delhi) and Punjab Governor Gulab Chand Kataria, who is also the Administrator of Chandigarh, were also present.

At the start of the meeting, a one-minute silence was observed for those who lost their lives in the recent blast near the Red Fort.

Key Issues Discussed at the Council

The council discussed several issues affecting the region, including:
  • education and health
  • water and electricity supply
  • strengthening nutrition and urban planning
  • improving the cooperative system
  • faster investigation of cases involving sexual offences against women and children
  • effective implementation of Fast Track Special Courts (FTSC)

Senior officials from the central government, state governments and Union territories also took part in the discussions.

What Are Zonal Councils?

Zonal councils were created under the States Reorganisation Act, 1956, to encourage cooperation between states and the Centre. The Northern Zonal Council is one of five such bodies in India.

The Union Home Minister serves as the Chairperson, while the Vice-Chairperson is a chief minister from one of the member states, selected on a rotation basis.

Each state nominates two ministers, and each council has a permanent committee of chief secretaries to examine issues before they are taken up at the main meeting.

Although zonal councils are advisory in nature, they have become important platforms for solving regional issues and promoting cooperation between states.

Over the past 11 years, 63 meetings of various zonal councils and their permanent committees have been held.
