Railways Rules For RAC: Questions have been raised about charging full fare for RAC tickets despite passengers not getting a full berth. A system for partial refunds has now been recommended, which could provide relief to passengers.

Millions of passengers travel by train every day in India. Whether for long distances or short, rail remains the most reliable and affordable option. However, during ticket booking, many passengers' tickets remain in RAC (Reservation Against Cancellation) status. In such cases, even after paying the full fare, they don't get a full berth.

Regarding RAC in trains, the Parliamentary Public Accounts Committee has stated that charging full fare from passengers with RAC tickets is wrong. This is because they don't get a confirmed berth and have to share a seat with another passenger. This means half the facility for the full price. This system is unfair to passengers.

The committee, while presenting its report to Parliament, clearly stated that charging full fare from passengers whose tickets remain in RAC status even after the chart is prepared is illogical. The report acknowledged that it's time to change this old system. If these suggestions are implemented, passengers will directly benefit.

When a passenger doesn't get a full berth, charging the full fare cannot be justified. In RAC, two people have to share one berth. This means half the facility for the full payment. The committee has deemed this system unfair and emphasized the need for change.

Under the current rules, the full fare is charged from the passenger at the time of booking an RAC ticket. However, the amount remains the same whether the ticket is confirmed later or not. Even if the status remains RAC after the chart is prepared, the passenger has to travel on a shared berth.

The committee has advised the Ministry of Railways to create a system for returning a portion of the fare in such cases. Passengers who do not get a confirmed berth should be given a partial refund. If the railways implement these suggestions, RAC passengers could get significant relief.

This means that if your ticket remains in RAC status, you will no longer have to pay the full amount. If your ticket is not confirmed, you will receive a partial refund. However, if your ticket is confirmed, you will not receive any refund.
