AI can cut animation costs by 25-40%, speed up production, says Priyank Kharge

Karnataka IT/BT minister Priyank Kharge on Sunday said artificial intelligence (AI) can speed up production and lower costs by 25–40% in certain animation workflows, providing regional studios a chance to reach global audiences.

The minister was speaking at the valedictory ceremony of GAFX, a three-day conference on animation, visual effects, gaming, comics (AVGC) and extended reality held in Bengaluru.

“The AVGC sector has grown into a major pillar of the digital and creative economy, going beyond entertainment to drive digital exports, employment, and India’s cultural influence,” the minister said in a statement.


“AI is fundamentally transforming how content is imagined, created and delivered. If adopted responsibly, it can shorten production cycles, optimise costs and empower smaller studios to compete globally,” he added. “AI can reduce production time considerably while bringing down costs by up to 25-40% in some animation workflows, enabling regional creators to participate on the global stage.”

The minister further highlighted the challenges accompanying AI adoption, including potential job disruption, ambiguity over intellectual property rights in AI-generated content, market dominance by global AI platforms, skill mismatches, and ethical risks such as deepfakes. “To address these, Karnataka will establish a Responsible Use of AI framework that brings together technologists, legal experts and industry stakeholders to guide ethical adoption across sectors,” he said.

He further said that AI is meant to complement, not replace, human creativity. “The question is not whether AI will replace creators, but whether creators empowered by AI will lead the future.”

Outlining state's roadmap for AVGC growth, Kharge said the state will focus on integrating AI with original intellectual property (IP) creation, scaling up skilling initiatives, and expanding global market access for creative startups and studios. “Programs such as the AVGC–AI mission, the elevate grant scheme for original IP, and the Global Innovation Alliance (GIA) are expected to strengthen Karnataka's position as a global hub for creative technology,” he added.

“Karnataka has led India’s IT, biotechnology and innovation revolutions. We will similarly lead the global evolution of the AVGC and creative technology ecosystem,” he said.
