Why is Thalapati Vijay not able to form government?

Let us tell you that TVK has won 108 seats in the 234-member assembly of Tamil Nadu. Where only Vijay had contested the elections, he has won both. But they will have to vacate one seat. After this he is left with 107 seats. Now 11 more seats are needed to form the government. After the addition of 5 MLAs from Congress, the number becomes 112. In such a situation, now 6 more are needed. The Governor has clearly said that he needs the documents signed by 118 MLAs, only then he will give permission to form the government.
