Judicial Inquiry Launched into Jabalpur Cruise Tragedy

In response to the tragic cruise accident at the Bargi Dam in Jabalpur, the Madhya Pradesh government has initiated a judicial inquiry. This unfortunate incident resulted in the untimely deaths of 13 individuals. To thoroughly investigate the matter and prevent future occurrences, a one-member judicial commission has been established, headed by retired High Court Justice Sanjay Dwivedi. According to a notification from the state's General Administration Department, the commission is required to complete its investigation and submit a detailed report to the government within three months.


Key Focus Areas for the Investigation

The judicial commission will not only seek to identify the causes of the accident but will also revamp the safety protocols for water transport in the state. The main points of investigation include:




Determining Accountability: Identifying the actual causes of the accident and establishing accountability for those responsible or any lapses.




Review of Relief Operations: Assessing the adequacy of rescue operations and relief measures implemented immediately after the accident.




Safety Audits and Certification: Conducting audits of all cruises, boats, and water sports activities across the state. Additionally, developing a robust system for vessel certification under the Inland Vessels Act, 2021, and the NDMA Boat Safety Guidelines, 2017.




Standard Operating Procedures (SOP): Creating uniform SOPs for the operation and maintenance of boats and cruises throughout the state to ensure safety standards are upheld.




Quick Response Teams (QRT): Establishing Quick Response Teams at all tourist spots and water bodies where water transport or sports activities occur.


Details of the Incident

It is noteworthy that on April 30, a cruise boat capsized at the Bargi Dam in Jabalpur. Reports indicate that the accident occurred due to strong winds and a severe storm, which caused high waves in the reservoir.




At the time of the incident, there were 41 people on board the cruise. While 28 individuals were rescued safely, the tragic event claimed the lives of 13. Expressing sorrow over the incident, Chief Minister Mohan Yadav announced an ex-gratia payment of ₹4 lakh to the families of the deceased.


Importance of the Judicial Commission

A judicial commission is considered significant due to its public credibility and institutional integrity, which far surpasses that of any routine departmental inquiry.
