CBSE 3-Language Rule (Class 9): Significant news has emerged for students studying in CBSE-affiliated schools and their parents. Under the National Education Policy (NEP) 2020, another change is set to take place regarding pedagogical methods. Starting from the new academic session commencing on July 1, 2026, the ‘Three-Language Formula’—requiring the study of three languages—has been made mandatory for students in Class 9. Until now, students typically focused on two languages; however, they will now be required to further broaden their linguistic horizons. Of these three languages, at least two must be of Indian origin.

Students need not panic at all upon hearing about this new CBSE rule. Along with this change, the Board has also offered a major relief. Although you will be required to study three languages, you will not have to undergo the stress of a Board examination for the third language (R3). Its evaluation will be conducted entirely at the school level through internal assessments. In other words, the Board's objective is not to increase the burden on students, but rather to connect them with various cultures and regional languages. What is CBSE’s ‘Three-Language Formula’?
According to the new CBSE circular, students in Class 9 and above will now be required to choose three languages. The primary objective of this initiative is to foster multilingualism among students. As per the rule, at least two of these three languages ​​must be Indian languages. If a student wishes to study a foreign language (such as French, German, etc.), they may select it as their ‘third language’ only if the other two chosen languages ​​are Indian languages. Additionally, a foreign language may also be opted for as a ‘fourth additional language.’

Relief from Board Exams: Evaluation via Internal Assessment

The most welcome news for students is that they will not be required to appear for a Board examination for the third language (R3). Even at the Class 10 level, the evaluation of the third language will be conducted by the school itself. This will be based entirely on internal assessment. However, this does not imply that the subject holds less value. The performance in the third language will be duly reflected in the final certificate issued by the CBSE. This rule aims to encourage students to learn a new language without facing any undue mental pressure.

**When and to Whom Will the New CBSE Rule Apply?**

This rule is set to come into effect on July 1, 2026. The Board has termed this a ‘Transitional Approach,’ as the current academic session has already commenced in April.
**Session 2026-27:** This rule will apply to students who are in Class 9 as of July 2026.
**Previous Batches:** Students who are currently in Class 10 (during the 2026-27 session) will continue their studies under the existing framework.

**A ‘Hybrid Model’ to Address the Shortage of Teachers**
The sudden mandate of three compulsory languages ​​could potentially lead to a shortage of teachers in schools. To address this, the Board has proposed highly practical solutions. Schools may enlist the assistance of teachers possessing ‘functional proficiency,’ engage in resource-sharing with other schools, or utilize online and hybrid teaching methodologies. Furthermore, schools have even been authorized to avail themselves of the services of retired teachers.

**Provisions for Exemptions in Special Circumstances**
The CBSE has also granted exemptions from this rule to students belonging to certain specific categories. Students with disabilities (CWSN), those attending CBSE-affiliated schools located abroad, and students returning to India from overseas may be granted relief from this rule based on their unique circumstances. The Board firmly believes that the process of learning a language should be an enjoyable experience, rather than serving as an obstacle for anyone.
