When is the account withheld on X?

Withheld is a country-specific restriction. When the government or court of a country issues a legal order, when X suspends the relevant account or only a tweet for that country only. In the rest of the world the account continues as before. Under Section 69A of the IT Act in India, the Government or Court sends a notice to ‘X’.

Following this order X closes the account only in India. But in the rest of the world this account continues as before. On the profile of the user whose account was Withheld, there is a message in India that says, ‘Account withheld in India in response to a legal demand’ i.e. ‘The account in India has been withheld in response to a legal demand.’
