New Delhi: Describing Punjab as the country’s most preferred destination for textile investment, Punjab Chief Minister Bhagwant Singh Mann said that there are immense opportunities to the entire textile value chain in the state. He said that Punjab is providing a transparent, industry-friendly and trustworthy business environment to investors and entrepreneurs.
Inaugurating the Punjab State Pavilion and addressing the Punjab State Session during Bharat Tex 2026 held in New Delhi, the Chief Minister said that the state government has implemented a new industrial and trade development policy with the aim of promoting investment, employment and exports. Under this, time bound approvals are being ensured through single window and single pan system.
Investment of two lakh crore rupees in four years, five lakh employment
Chief Minister Bhagwant Singh Mann said that during the last four years, Punjab has attracted investment worth Rs 2 lakh crore, which has created five lakh employment opportunities. He said that the state government considers industrialists as partners in development and a favorable environment has been created for industries by eliminating red tape. He said that the Punjab government is fully committed to making the state the country’s leading center in the field of advanced textile manufacturing and industrial investment.
Industrialists are now partners of the government
Addressing the Punjab State Session during Bharat Tax 2026, the Chief Minister said, "Previous governments considered industrialists only as ATMs, whereas our government considers them equal partners in the social and economic development of the state. Punjabis have a unique spirit of hard work, dedication and patriotism, due to which they have created their own identity in every field. It is our endeavor that the new generation also becomes familiar with the rich cultural and historical heritage of Punjab."
Investors invited to visit Punjab
The Chief Minister said that Punjab has many characteristics like excellent entrepreneurial culture, strong manufacturing capacity, skilled human resources, integrated textile value chain and strategic geographical location. Calling upon industrialists, global brands, investors and technology companies to invest in Punjab, he said that five power generation plants are operational in the state and about 70 lakh metric tonnes of coal is supplied every year from the dedicated coal mine located at Pachwada.
Development will be achieved with the cooperation of government and industries
Chief Minister Bhagwant Singh Mann said that industrial development is possible only when the government and industry work together. He said, "Investors and entrepreneurs are the main pillars of Punjab’s industrial future. Reasonable electricity rates, land facilities and investor-friendly environment are being provided in the state. Punjab is among the leading states in terms of ease of doing business. Industries are getting fast and timely services through a transparent single window system. Punjab has also become the first state in the country to implement the ‘Right to Business Act’."
Punjab is becoming a ‘land of opportunities’
The Chief Minister said that Punjab has today become a land of opportunities, where reputed companies from India and abroad are eager to invest. He said that earlier unnecessary pressure was put on industrialists due to which many industries left the state. But after the formation of the government in the year 2022, many revolutionary decisions have been taken, due to which Punjab has today entered a new phase of development.
Bharat Tex is not just an exhibition, it is the platform of the future.
The Chief Minister said that Bharat Tex 2026 is not just an exhibition of products, but is an important platform to decide the future direction of India’s textile industry. He said that for Punjab, textile is not just an industry but an integral part of its identity, heritage and economic strength. For generations, Punjab has woven not only textiles but also employment, entrepreneurship and prosperity.
Punjab has the entire textile value chain
The Chief Minister said that today Punjab is moving towards a new chapter of development by adopting technology, innovation, sustainability and global competition. He said that the biggest strength of the state is its entire textile value chain. The entire process from cotton cultivation to spinning, thread, weaving, processing, garment manufacturing and export can be completed within Punjab itself. He said, "There are very few regions in the world where such a strong and integrated textile value chain is available."
Punjab’s textile industry strong in global markets
Appreciating the contribution of farmers, entrepreneurs, MSMEs, workers and industrial houses, the Chief Minister said that due to their collective efforts, Punjab has become one of the major textile states of India. He said that during the financial year 2024-25, Punjab exported textiles worth more than US $ 1.2 billion, which is about 4 percent of the country’s total textile and apparel exports. The state’s products are being exported to many international markets including America, UAE, Britain, which shows the quality and global trust of Punjab.
Ludhiana becomes the country’s largest knitwear hub
The Chief Minister said that Punjab is the hub of reputed textile companies like Vardhaman, Sanatan Textiles, Nahar, Monte Carlo, Ganga Acrowool, Sportking, Shingora and Octave. He said that thousands of MSMEs are the backbone of Punjab’s textile economy. The Chief Minister said that Ludhiana is the largest textile and knitwear cluster of North India, which contributes to about 90 percent woolen knitwear and 65 percent hosiery production of the country.
There is also huge potential in technical textiles and smart fabrics.
The Chief Minister said that Punjab has vast potential in the fields of technical textile, industrial textile, medical textile, protective textile, geotextile, sustainable fiber, smart fabrics, functional apparel, high-performance sportswear and research and innovation.
The Chief Minister said that the state government has recently implemented the Punjab Industrial and Business Development Policy-2026, which has been prepared after extensive consultations with the industry and stakeholders. He said that industries are being continuously supported through better infrastructure, reliable electricity, skill development, innovation and export promotion. The Chief Minister said that the approval process has been made simple, transparent and time bound through Invest Punjab and Fasttrack Punjab portal.
Exports and MSMEs will get new incentives
The Chief Minister said that progress in global competition can be achieved only through better coordination between industry, educational institutions, research organizations, technical experts and skill development agencies. He said that the Punjab government will provide all possible assistance to the industries to move them beyond the traditional markets and connect them with the global value chain. The Chief Minister said, "Industries are not only a medium of production, but also the basis of livelihood of millions of families. Strengthening MSMEs, promoting innovation, increasing export potential and ensuring inclusive economic growth is the biggest need of the hour."
