Bihar Teacher Transfer 2026: A large number of teachers are seeking transfers following the implementation of the new teacher transfer and rationalization policy in Bihar. Within just two days of the new system's launch, 14,796 surplus teachers have applied online for transfers, while thousands more are currently in the process of completing their applications. Meanwhile, the state government has also initiated preparations to recruit 32,388 new teachers under TRE-4. 14,796 Teachers Applied for Transfer
Education Minister Mithilesh Tiwari stated that 14,796 teachers have successfully submitted their applications within two days on the 'e-Shikshakosh' portal, which was launched under the Bihar government's new transfer policy. Additionally, 7,795 teachers have filled out and saved their application forms on the portal but have not yet finalized the submission; this means a total of 22,591 teachers have initiated the transfer process so far.

Applications Also Filed for Mutual Transfer
The new transfer policy also allows teachers to opt for transfers based on mutual consent (Mutual Transfer). So far, 2,142 teachers have applied under this arrangement.

What is the New Transfer Policy?

The Bihar government has implemented a new system under the 'Bihar State Teacher Transfer Rules 2026.' The 'e-Shikshakosh' portal has been launched for this purpose, allowing surplus teachers to select schools of their choice and apply online. The government has clarified that participation in this process is entirely voluntary.

Applications Accepted Until August 5

The Education Department has set August 5 as the deadline for transfer applications. Each teacher can select up to a maximum of 30 schools as options for their transfer. Separate arrangements for male and female teachers
The new policy establishes distinct rules for male and female teachers. Female teachers will be posted in panchayats close to their homes. Male teachers will be transferred out of their current block but to neighboring blocks.

Who exactly are 'surplus' teachers?
The Education Minister explained that surplus teachers are those appointed in government schools where the number of teachers exceeds the requirement. This requirement is determined based on the standards set by the Right to Education (RTE) Act. Such teachers will now be redeployed to schools facing a shortage of teachers.

How many surplus teachers are there?
According to the Education Department, there are currently 65,413 surplus teachers for classes 1–5, 9,471 for classes 6–8, 17,904 for classes 9–10, and 14,500 for classes 11–12 in Bihar. However, despite this, a shortage of teachers persists in primary schools across several districts such as Araria, Jamui, and Purnia.

Where will those not immediately transferred be sent?
The government stated that surplus teachers who cannot be immediately redeployed will be temporarily assigned to educational duties at Anganwadi centers, Scheduled Caste hostels, and Karpoori Thakur hostels run for Other Backward Classes (OBC).

Routine transfers every five years
Under the new transfer policy, routine transfers for teachers will now take place every five years. This measure aims to mitigate issues associated with long-term postings at a single location.

32,388 new teacher recruitments under TRE-4
Meanwhile, Chief Minister Nitish Kumar has already announced that the state government has sent a proposal to the Bihar Public Service Commission (BPSC) for the recruitment of 32,388 teachers under TRE-4. The category-wise breakdown of these posts is as follows:
Classes 1 to 5 – 3,847 posts
Classes 6 to 8 – 8,563 posts
Classes 9 to 10 – 3,877 posts
Classes 11 to 12 – 16,101 posts
The government states that the new recruitment and transfer policies, combined, will address the shortage of teachers in state schools and help strengthen the education system.
