Chandigarh: Nearly 20.66 lakh voters have been excluded from the draft electoral rolls in Punjab after the completion of the first phase of the Special Intensive Revision (SIR)-2026. This number represents 9.63% of the state’s total voters of 2.14 crore. According to the Election Commission, these voters have been categorized as absent, permanently transferred, deceased, or duplicate.
Punjab Chief Electoral Officer (CEO) Anindita Mitra said that door-to-door verification has been completed in all 23 districts and 117 assembly constituencies of the state. During this, booth level officers (BLOs) matched voters with the voter list of the last special intensive revision (SIR) conducted in 2003.

Permanently Transferred: 9,44,131 (4.40%)
Dead: 5,74,568 (2.68%)
Absent/Not Traceable: 4,12,715 (1.92%)
Duplicate or Registered Elsewhere: 1,19,145 (0.56%)
1.94 crore voters submitted their forms.
As of June 9, 2026, there were 21,461,043 registered voters in Punjab. Of these, 19,394,408 voters submitted their enumeration forms by August 3. However, the forms of approximately 1.2 million voters did not match the 2003 voter list. In such cases, notices will be sent to the concerned voters and they will be given an opportunity to submit the required documents.
Claims and objections can be made from August 13 to September 12
The Chief Electoral Officer stated that voters will be able to apply to add their names, make corrections, or object to any entries between August 13 and September 12. The final voter list will be prepared following this process.
Voting centers increased, awareness campaign launched
During SIR-2026, the number of polling stations in the state increased from 24,453 to 25,332. The campaign involved 24,453 BLOs, 2,501 supervisors, 117 electoral registration officers, and thousands of booth-level agents. The SVEEP campaign also included special camps, SMS alerts, radio messages, and other public awareness programs to raise voter awareness.
