The number had reached 3,600 at the end of 2023 and grown to 6,300 by end-2024, Jasmin Lau, acting minister for Manpower, said in a written parliamentary reply on Wednesday.
Three sectors—financial and insurance services, information and communication, and professional services—accounted for about 70% of ONE Pass holders, Lau noted.
“The steady growth in the number of ONE Pass holders reflects the attractiveness of these passes to global talent,” she added.

Launched in 2023, ONE Pass is a personalized work visa for top foreign talent in all sectors from business and the arts to sports, academia and research. Pass holders must have earned at least S$30,000 (US$23,370) a month over the preceding year or will receive that salary from a future employer in the city-state.
The scheme helps further Singapore’s efforts to attract and retain international talent as it competes with other financial hubs including Hong Kong, according to Bloomberg.
Some notable ONE Pass holders are Dr. Anders Skanderup, an assistant director at the A*STAR Genome Institute of Singapore who developed an AI-based method for monitoring cancer progression, and Oliver Jay, OpenAI’s managing director of international strategy and operations, according to Channel News Asia.
