RBI Revises Rules for These Banks: Relief on Home Loans and Curbing Fraud

Home Loan Alert: The Reserve Bank of India (RBI) has proposed changes to the lending and risk-related regulations for Rural Cooperative Banks (RCBs). These measures aim to curb fraud while providing relief regarding home loans.

RBI Rules for Co-operative Banks: When we think of taking out a loan, names like SBI, HDFC Bank, or ICICI Bank usually come to mind first. However, in the country's remote rural areas, a network of Rural Cooperative Banks (RCBs) is increasingly financing numerous households, farms, and small businesses.

Now, the Reserve Bank of India (RBI) intends to grant these banks greater flexibility while simultaneously tightening their risk management practices. The RBI has issued draft guidelines proposing significant changes to the 2025 regulations concerning concentration risk management and credit facilities for RCBs. Public feedback on these proposals is invited until August 28 before they are finalized.

What is the RBI's objective?

The primary objective behind revising these RBI regulations is to strengthen the financial stability of Rural Cooperative Banks (RCBs) and provide them with greater operational flexibility to cater to the evolving needs of rural borrowers. The RBI has proposed capping loans to any single borrower (single counterparty) at 20% of the bank's Tier-1 capital, and loans to a single group at a maximum of 25%. This measure is intended to prevent banks from over-extending credit to just one or two corporate entities.

Expanding the scope of home loans

In response to the rising demand for permanent housing and home renovations in rural areas, the RBI has also raised the home loan limits. Rural banks with deposits exceeding ₹10,000 crore can now sanction home loans of up to ₹3 crore. Additionally, the RBI has empowered the boards of banks with deposits exceeding ₹10,000 crore to determine the tenure and moratorium periods for home loans.

Removal of Sector-Specific Limits

Another key proposal by the RBI is to remove sector-wise exposure limits for most sectors, while retaining them for the real estate sector. This would grant rural banks the flexibility to extend more loans to agriculture, MSMEs, or local businesses based on local demand.

The draft proposals will not lead to immediate changes in lending norms; consultations are still ongoing. However, if implemented, they could make it easier—particularly for larger cooperative banks—to offer substantial housing loans and adopt customized repayment schedules. For borrowers in rural and semi-urban areas who rely on cooperative banks, these measures could facilitate easier access to housing finance and offer more affordable loan options in the future.
