The University Grants Commission (UGC) has adopted a strict stance to curb ragging in universities and colleges. The Commission has directed all higher education institutions to strictly adhere to the UGC's 2009 anti-ragging regulations. Institutions have been instructed not to treat any incident of ragging lightly and to prioritize student safety. To this end, directives have been issued to activate anti-ragging committees, take immediate action on complaints, and raise student awareness. The UGC has made it clear that any negligence regarding ragging cases will not be tolerated.

**Institutions Must Implement Robust Measures to Curb Ragging**
The UGC has asked universities and colleges to establish effective systems to prevent ragging on campus. This involves constituting anti-ragging committees and other necessary institutional mechanisms and ensuring they function actively. Awareness campaigns must also be conducted to inform students about the adverse effects of ragging and the relevant regulations.

The Commission has directed that the 24-hour anti-ragging toll-free helpline (1800-180-5522) be displayed prominently. This information should be exhibited on anti-ragging posters and other publicity materials across the campus so that students can easily lodge complaints if the need arises.

**Mandatory Undertaking for Students and Parents**
In accordance with UGC directives, students and their parents are required to submit an anti-ragging undertaking via the official anti-ragging portal. Institutions have also been advised to organize counseling, guidance, and awareness programs for students.

Specific instructions have been issued to increase surveillance, particularly in hostels and areas where the risk of ragging is higher. It will be the institution's responsibility to ensure the safety of a student who lodges a complaint and to resolve the matter promptly.

**Directives for FIR and Action Upon Reporting an Incident**
The UGC has clarified that if a case of ragging is confirmed *prima facie*, the institution must immediately file an FIR and initiate necessary disciplinary action. Suppressing complaints or delaying action will not be permitted.

The Commission has issued this public notice based on the Supreme Court's judgment dated May 8, 2009. Additionally, universities must ensure that their affiliated colleges also strictly adhere to anti-ragging regulations. The UGC has directed all institutions to adopt a zero-tolerance policy towards ragging and to maintain a safe academic environment for students.
