The biggest feature of the new law will be the single-window system. Under this, an online platform will be created, where businessmen will be able to apply for approval, registration, license, NOC and other necessary approvals. This will also include services like building plans, fire approval, water, sewer and electricity connections. This means that businessmen will have less need to go to the offices of different departments. DSIIDC will be made the nodal agency of this single-window system.

You will get relief from repeated registration
There is also a provision in the bill to reduce the problem of duplicate registration. Businessmen already registered under GST, FSSAI, MSME Development Act or Labor Code will not need to get separate registration for trade, health-trade, eating house or shops and establishment.

Self-declaration in low risk business

The bill proposes a system of self-declaration for low-risk activities. For some activities included in Schedule-3, there will be a provision to grant approval, license or NOC as soon as the application is submitted. This can reduce the time taken to start small and low-risk businesses.

If the decision is not taken on time then it will be considered as approval.
If in any case, which is not included in Schedule-3, the concerned department does not take a decision within the stipulated time limit, then a provision of ‘deemed approval’ has been kept in the bill. That is, after the stipulated time has passed, the approval can be considered to have been granted as per the provisions of the law.

No routine inspection for three years
Trust-based inspection system has also been kept in the new proposal. There will be no regular inspection of any newly registered business for three years. However, if a serious complaint is received, investigation can be done.
