Washington. The House of Representatives, the lower house of the American Parliament, passed a provisional bill on Tuesday. Its purpose is to provide funds for the functioning of the federal government by the beginning of December. This step has been taken so that the government does not shut down during the campaign for re-election of MPs.

It was necessary for MPs to take this step before the financial year ends at the end of September. If this was not done, money for government work could run out. The MPs did not want any crisis to arise regarding the functioning of the government during the election campaign. Last year too, a big crisis had arisen due to the government being closed for a long time.

The House of Representatives passed the Short-Term Funding Bill by a vote of 370-48. The Senate has already approved it with an overwhelming majority. Now this bill will go to President Donald Trump. After their approval it will become law.

MP Tom Cole, Chairman of the Appropriations Committee of the House of Representatives, said that this will give confidence to the country and the people that the functioning of the government will continue. He said that this will also ensure that the army personnel will continue to get their salaries.

How many long shutdowns were there last year?

Last autumn, government work was closed for a record 43 days. There was no agreement between the two parties on the continuation of the tax credit which was expiring. This tax credit reduces the cost of health insurance plans available under the Affordable Care Act.

After this, the functioning of the Home Security Department also stopped. This shutdown lasted for 76 days. Lawmakers later agreed to fund a larger portion of the department. However, funding was not provided for work to immigration law enforcement.

What did the MPs want this time?

The MPs did not want such a situation to arise again before the elections. They blamed each other's party for the recent standoff. Speaker of the House of Representatives Mike Johnson told reporters before the vote that they would avoid the threat of another Democratic shutdown.

After voting, Johnson said that the House of Representatives had done its job. He said that some people doubted whether the Republican majority would be able to overcome the differences within itself. Despite this, support was gathered. He said that they are working responsibly and completing the work.

Why did the Democrats support the bill?

Rosa DeLauro, the head of the Democratic Party in the Appropriations Committee of the House of Representatives, appealed to her fellow Democrat lawmakers to vote in favor of the bill in a closed-door meeting on Tuesday morning. He said the bill is much better than the proposal that was passed by the House of Representatives earlier this summer on almost party lines.

He gave the example that the bill prevents the Department of Homeland Security from transferring money to the Border Patrol. It also avoids a proposed rule that would have given political appointees in the Trump administration more power to block federal grants they deem inconsistent with the president's agenda.

These changes were made when the Senate approved its version of the bill. Democrats are concerned the administration could use the proposed grant rule to divert money away from Democratic-led states. DeLauro called deferring the rule an important first step. However, he said more work would need to be done to prevent this policy from being implemented.

DeLauro said whether or not a community receives disaster relief should not depend on who it voted for in the last election.

How much time is the funding in the bill?

The temporary bill would normally fund federal agencies at current levels through Dec. 11. This will give lawmakers more time to agree on a funding bill for the entire year. However, it will not be easy to reach a consensus on this between the two parties.

Republicans want hundreds of billions of dollars in additional funding for military spending. Along with this, they want to cut the expenditure of most programs not to defence. Democrats say they cannot accept this proposal. His emphasis is on a bipartisan system in which domestic programs get equal importance and funding as defense programs.
